Cabinet Decisions: Since 06.01.2016

1. Cabinet approves Stand Up India Scheme : A boost to promote entrepreneurship among SC/ST and Women 
The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi, today approved the “Stand Up India Scheme” to promote entrepreneurship among SC/ST and Women entrepreneurs. The Scheme is intended to facilitate at least two such projects per bank branch, on an average one for eachcategory of entrepreneur. It is expected to benefit atleast2.5 lakh borrowers. 


2. Government brings paradigm shift in the approach for faster implementation under 'NamamiGange' programme 
The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi, has approved the proposal for taking up Hybrid Annuity based Public Private Partnership (PPP) model under NamamiGange Programme which aims to reform the wastewater sector in India. Marking a paradigm shift in the implementation mode, Hybrid Annuity based Public Private Partnership (PPP) model will now be adopted to ensure performance, efficiency, viability and sustainability.

3. Cabinet approves creation of a Credit Guarantee Fund for MUDRA loans – A boost to refinance operations The Union Cabinet, chaired by the Prime Minister Shri NarendraModi has given its approval for the creation of a Credit Guarantee Fund for Micro  Units  Development  Refinance  Agency  (MUDRA)  loans and to convert MUDRA Ltd. into MUDRA Small  Industries  Development  Bank  of  India (SIDBI)  Bank as a wholly owned subsidiary of SIDBI.

4. Cabinet approves transfer of land from Farakka Barrage Project to Inland Waterways Authority of India for construction of a new navigational lock parallel to the existing navigational lock at Farakka 

5.Signing of MoU between India and Singapore in the field of Civil Aviation The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi,has given its ex-post facto approvalfor signing a Memorandum of Understanding (MoU), which was signed in November, 2015between Airports Authority of India (On behalf of Government of India) and Singapore Cooperation Enterprise (On behalf of Government of Singapore) in Civil Aviation during Prime Minister’s visit to Singapore. 

6. Cabinet gives ex-post facto approval to India-Bahrain Agreement on Cooperation in Combating International Terrorism, Transnational Organized Crime and Trafficking in Illicit Drugs, Narcotic and Psychotropic Substances and Precursors Chemicals, and ratification of the same

11. Cabinet approves New Crop Insurance Scheme – Pradhan MantriFasalBimaYojana – A boost to the farming sector
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today has approved the ‘Pradhan MantriFasalBimaYojana’ - a path breaking scheme for farmers’ welfare.

12. Cabinet approves India joining the International Energy Agency – Ocean Energy Systems 
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has given its approval for India becoming a member country of the International Energy Agency - Ocean Energy Systems (IEA-OES) by signing the Implementing Agreement (IA). The nodal agency for the membership would be Earth System Science Organisation - National Institute of Ocean Technology (ESSO-NIOT) under the Ministry of Earth Sciences.

16. Cabinet approves amendments in Power Tariff Policy to ensure 24X7 affordable Power for all

The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi has approved the proposal of the Ministry of Power for amendments in the Tariff Policy. For the first time a holistic view of the power sector has been taken and comprehensive amendments have been made in the Tariff policy 2006. The amendments are also aimed at achieving the objectives of UjwalDISCOM Assurance Yojana (UDAY) with the focus on 4 Es: Electricity for all, Efficiency to ensure affordable tariffs, Environment for a sustainable future, Ease of doing business to attract investments and ensure financial viability.


17.Cabinet approves policy on Promotion of City Compost

The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi has given its approval for a Policy on Promotion of City Compost.

18Memorandum of Understanding between Department of Space / Indian Space Research Organization and Kuwait Institute of Scientific Research on cooperation in the area of outer space

The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi has been apprised of the Memorandum of Understanding (MoU) between Department of Space / Indian Space Research Organization (DOS/ISRO) and Kuwait Institute of Scientific Research (KISR) on cooperation in the exploration and use of outer space for peaceful purposes.

19Memorandum of Understanding between India and United Kingdom in the field of Public Administration and Governance Reforms

The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi has given its ex-post facto approval for the Memorandum of Understanding (MoU) signed in November, 2015 between India, and United Kingdom for Cooperation in Public Administration and Governance Reforms.

20Swapping of Airports Authority of India land at Mumbai with land of Municipal Corporation of Greater Mumbai for relocation of Cemetery

The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi has given its approval for swapping of Airports Authority of India’s (AAI) land out of land demised to M/s. Mumbai International Airport Pvt. Ltd. (MIAL) at CSIA measuring 2960.90 sqmwith equivalent land of Municipal Corporation of Greater Mumbai (MCGM) for relocation of Cemetery.

23. Revised cost estimate of Rs.969 crore in connection with the Afghan Parliament Building in Kabul

The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi today gave its ex-post facto approval for completion of the Afghan Parliament Building in Kabul by 31st December, 2015 at a revised project cost of Rs.969 crore.

25. Agreement between the India and Russia for cooperation on a coordinated grant competition for conducting basic and exploratory scientific research

The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi was apprised about signing of an agreement between India and Russia in May 2015. The Agreement provides for competitive research grants to Indian and Russian researchers for joint implementation of research projects in areas of Basic and Exploratory Sciences.

26. Increasing the Authorized Share Capital of the National Scheduled Castes Finance and Development Corporation

The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi today gave its approval for enhancement of. Authorized Share Capital of the National Scheduled Castes Finance and Development Corporation (NSFDC), a Central Public Sector Enterprise (CPSE) working under the aegis of the Union Ministry of Social Justice & Empowerment from Rs. 1000 crore to Rs. 1200 crore.

30. Cabinet grants ‘in-principle’ approval to the LIGO-India mega science proposal
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ‘in principle’ approval to the LIGO-India mega science proposal for research on gravitational waves. The proposal, known as LIGO-India project (Laser Interferometer Gravitational-wave Observatory in India) is piloted by Department of Atomic Energy and Department of Science and Technology (DST). The approval coincides with the historic detection of gravitational waves a few days ago that opened up of a new window on the universe to unravel some of its greatest mysteries.

32. Amendment to the Delimitation Act, 2002 and the Representation of the People Act, 1950 regarding delimitation of constituencies in West Bengal consequent upon exchange of the territories between India and Bangladesh.

33. Cabinet approves Trade Facilitation Agreement (TFA)
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the Proposal for Notification of Commitments under the Trade Facilitation Agreement (TFA) of World Trade Organization (WTO), ratification and acceptance of the Instrument of Acceptance of Protocol of TFA to the WTO Secretariat and constitution of the National Committee on Trade Facilitation (NCTF).

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise.
50. India to accede to the Ashgabat Agreement

This is a special case so that directions can be granted to DDA under Section 21(1) of the DD Act, 1957 read alongwith Section 41(1) of the Act.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the modifications in the policy for liberalisation of administratively allotted spectrum where market determined prices were not available. This will facilitate optimal utilisation of spectrum by introducing new technologies, sharing and trading of spectrum.

60National Hydrology Project
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval to Implementation of the National Hydrology Project.  It will be a central sector scheme with a total outlay of Rs. 3679.7674 crore.  This includes Rs.3,640crore for National Hydrology Project (NHP) and Rs. 39.7674 crore for National Water Informatics Centre (NWIC) to be taken up in two stages.
61. Revised Policy on crude oil import for oil PSUs

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval to replace the existing policy on crude oil import by Oil PSUs and vest the oil PSUs with the power to evolve their own policies. This will provide a more efficient, flexible and dynamic policy for crude procurement, eventually benefiting the consumers.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for India adopting the Statute of the South Asia Wildlife Enforcement Network (SAWEN) and India and becoming its formal member in order to strengthen ties with the member countries in controlling the trans-boundary wildlife crime through communication, coordination, collaboration, capacity building and cooperation in the region.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval for operationalisation of new Indian Institute of Science Education and Research (IISER) at Tirupati, Andhra Pradesh from the Academic Year of 2015-16 from a transit / temporary campus, at an estimated cost of Rs. 137.30 crore for the initial three years (2015-18).

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today gave its approval for signing the Paris Agreement adopted at the 21st Conference of Parties held in Paris in December 2015.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi was today apprised of the Memoranda of Understanding (MoU) signed with Bahrain, Kuwait, Nepal, South Korea, Sri Lanka, Vietnam and BRICS Nations on Organising Youth Exchange Programmes with these countries.

72. Leasing of 73 Sqm. of defence land at Naval Dockyard, Mumbai to M/s. BEST

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the proposal for leasing of 73 sq. mtr. of defence land at Naval Dockyard, Mumbai to M/s. Brihanmumbai Electric Supply and Transport Undertaking (BEST) at a nominal rent of Rs.1/- per annum. The lease of the land will be initially for a period of 30 years and renewable for another two terms of 30 years each

The GFA was signed, in New Delhi on 11th February this year during the state visit of Crown Prince of UAE.

82. National Capital Goods Policy
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has given its approval for National Capital Goods Policy. This is first ever policy for Capital Goods sector with a clear objective of increasing production of capital goods from Rs.2,30,000 crore in 2014-15 to Rs.7,50,000 crore in 2025 and raising direct and indirect employment from the current 8.4 million to 30 million.
83. Cabinet gives ex-post facto approval to the Amendments in the Constitution (Scheduled Tribes) Order, 1950 to modify the list of Scheduled Tribes (STs) in Assam, Chhattisgarh, Jharkhand, Tamil Nadu, Tripura and Puducherry.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today granted ex-post facto approval to the proposal for undertaking cadre review of the Indian Postal Service.

The cadre review will enable the Department of Posts to meet the functional requirements and strengthening the cadre structure both in the headquarters and in the field on the basis of functional requirement, which will provide more avenues to earn review and respond effectively to the customer needs, reduce the existing stagnation and improve the career prospects of Indian Postal Service officers.

The Bill had been examined by the Standing Committee of Parliament which had made a number of recommendations for changing the provisions of the Bill.

 The move comes in the backdrop of the package of reforms announced by the Government for generation of one crore jobs in the textile and apparel industry over next 3 years. The package includes a slew of measures which are labour friendly and would promote employment generation, economies of scale and boost exports. The steps will lead to a cumulative increase of US$ 30 bn. in exports and investment of Rs. 74,000 crores over next 3 years.

105. Cabinet approves Revised Cost Estimates for establishment of Eight New IITs
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the Revised Cost Estimates for establishment of eight New IITs at Bhubaneswar, Gandhinagar, Hyderabad, Indore, Jodhpur, Mandi, Patna and Ropar. The revised Cost Estimate is Rs. 13,990 crore for establishment of eight new IITs over a period of 11 years from 2008-09 to 2018-19. The original project cost was Rs. 6080 crore. The increase in expenditure due to escalation in both time and cost overrun is Rs. 7910 crore.

PMKVY will impart fresh training to 60 lakh youths and certify skills of 40 lakh persons acquired non-formally under the Recognition of Prior Learning (RPL). The maternity benefit Act 1961 protects the employment of women during the time of her maternity and entitles her of a 'maternity benefit' - i.e. full paid absence from work - to take care for her child. The act is applicable to all establishments employing 10 or more persons. The amendments will help 1.8 million (approx.) women workforce in organised sector.
