Development of Gandhinagar Railway Station

(IRSDC) with Government of Gujarat (GoG) with equity contribution as 24% that of IRSDC and 76% of GoG. Integrated Security System at Stations


Based on the report of a High Level Committee and in consultation with the Zonal Railways, 202 stations have been identified as sensitive for the purpose of installation of an Integrated Security System (ISS) to strengthen surveillance mechanism at these stations. ISS comprises of Close Circuit Television (CCTV) Cameras, Access Control, Personal and Baggage Screening System and Bomb Detection and Disposal System. 102 Railway stations have already been covered with CCTV surveillance system under ISS. In addition, 151 Baggage Scanners, 32 Under Vehicle Scanning System (UVSS) and 88 Bomb Detection & Disposal items have also been provided under ISS. Issues concerning availability of eligible vendors, inspection of items, availability of budget, etc. were initially raised by Zonal Railways. These issues have since been addressed and all the Zonal Railways have been advised to ensure speedy implementation of ISS at all the identified sensitive stations.

Prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway station premises is the statutory responsibility of the concerned States, which is being discharged by them through Government Railway Police (GRP). Railways through Railway Protection Force (RPF) are supplementing the efforts of the Government Railway Police to strengthen security over Railways. To redress security related complaints of passengers, Security Helpline numbers 182 and 1800-111-322 have been made functional over Indian Railways. A total of 29906 security related complaints were received at Security Helplines since the year 2014 upto June, 2017 and follow up action was initiated accordingly.

No suggestions have been received. It is pertinent to mention that strengthening and upgradation of security infrastructure is an ongoing process. All out efforts are being made by Railways to supplement efforts of States to improve security at railway station premises, including stations identified as sensitive under Integrated Security System (ISS). Measures initiated to strengthen security includes provision of CCTV cameras for round the clock surveillance at important stations, operationlisation of Security Helplines Number 182 and 1800-111-322, networking of RPF posts and Security Control Rooms, etc.

Allotment of Berths for Disabled
In order to provide better accessibility to persons with disability, short term facilities as detailed below have been planned at all stations, beginning with ‘A-1’, ‘A’ & ‘ B ’ category stations:

• Standard ramp for barrier free entry.

• Earmarking at least two parking lots.

Pilot project for disposal of municipal solid waste generated at major railway terminals

Railways have proposed a pilot project for disposal of municipal solid waste generated at major railway terminals in an environment friendly manner, including conversion of waste to energy. Jaipur (Rajasthan) and New Delhi (Delhi) stations have been identified for setting up pilot plants. Bio-gas produced by processing bio-degradable waste is proposed to be used to generate electricity in these pilot plants.

Railway Station as Tourist Destination

24 railway stations of tourist importance have been identified for upgradation of passenger amenities in association with Ministry of Tourism on a cost sharing basis in the ratio of 50:50 subject to a ceiling of D 240 Cr. from Ministry of Tourism (MOT) and Ministry of Railways (MOR) together.

Increasing speed of trains in Indian Railways

With a view to increasing speed of trains in Indian Railways, ‘Mission Raftaar’ was announced in the Railway Budget 2016-17. 

The mission envisages a target of doubling of average speed of freight trains and increasing the average speed of all non-suburban passenger trains by 25 kmph in the next 5 years. 

Ministry of Railways - Revenue Through Branding

In order to earn revenue through sources other than fare, Indian Railways has set up a Non-Fare Revenue Directorate in the Railway Board to explore avenues for increasing earnings. The Budget Estimate for 2017-18 through advertising has been kept as ₹2000 crore. This will entail revenues from Out of Home advertising, Mobile assets advertising, Rail Display network, App based cabs, Monetization of soft assets, ATMs and various innovative and unsolicited proposals. 

Ministry of Railways - Smart Stations

A Memorandum of Understanding (MoU) has been entered into between Ministry of Railways (MoR) and Ministry of Urban Development (MoUD) for integrated planning of railway stations in the cities included in the ‘SMART Cities’ and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme. This would lead to an integrated public transit hub around the railway stations and encourage Transit Oriented Development.

Disable Friendly Railway Stations

Indian Railways has advertised its plan to redevelop ‘A-1’ and ‘A’ category stations on ‘as is where is’ basis, by inviting proposals from developers with their designs and business ideas. The facilities proposed in a redeveloped station include congestion free non-conflicting entry/exit to the station premises, segregation of arrival/departure of passengers, adequate concourse without overcrowding, integration of both sides of the city wherever feasible, integration with other modes of transport systems e.g. Bus, Metro, etc., user friendly integration signage, well illuminated circulating area and sufficient provision for drop off, pick up and parking etc. Station redevelopment projects will include the needs of the disabled/physically challenged persons. It will provide facilities for the divyang.

• Catering Policy-2005 had mandated that IRCTC shall manage catering services on IR.

• However, this was superseded by Catering Policy-2010, wherein management of catering services was shifted back to Railways. This resulted in a complete reversal of policy and specialised role of catering was passed back to railways from IRCTC (which was supposed to bring in expertise, specialization and quality in catering services). As a result of this, during the period 2010 to 2014, the catering services on IR were adversely impacted.

Railways plans 3-week inspection of catering units

Days after the CAG report slammed the Railways over the quality and hygiene of its food, the national transporter plans to conduct a three-week rigorous inspection of all catering units, food and water served on trains and sold in stations.

Joint inspection teams of medical, commercial and engineering cadres will conduct tests on samples of food and water, hygiene of kitchens and cleanliness standards maintained by the staff in 16 zonal railways.

Parking space for online cabs at Central railway station soon

Thiruvananthapuram: Soon, Thiruvananthapuram Central railway station will have a space reserved exclusively for app-based cab services. The facility will be based on the model adopted by Bangalore City Junction railway station, where the railway station authorities has partnered with app-based cab aggregators.

As per the contract, the companies that offer app-based cab service are allotted a parking zone for their vehicles. An additional facility of reserving a cab for passengers without a smartphone or application in mobile, is also provided by the company staff at Bengaluru.
