Customer facilities at Goods Shed - Railway Board

As per letter No. TC-1/2023/304/1(3421419)   dt:/3 04.2023 Regarding Customer facilities at Goods Shed

Railway Board has been decided that Zonal Railways should make concerted efforts for provision of facilities at Goods Sheds to enhance customer experience and to attract more business. For facilitating loading, following facilities should be provided as far as possible at Goods shed, Wharf /adjoining circulating area and approach roads as per extant technical specifications issued by concerned directorates of Railway Board.

A) GOODS SHEDS: a. Full rake loading/unloading facilities b. Provision of mechanized handling facilities c. Drainage facility within Goods Shed to avoid water logging d. Sufficient lighting arrangement e.g. high mast tower lights e. Provision of CCTVs for monitoring loading and unloading areas f. Development of truck circulating area within Goods Sheds for better truck mobility g. Provision of covered sheds and warehouses, wherever required h. Provision of parking facility and signages

i. Measures for pollution control like dust screen walls, water sprinkling system, appropriate green belt cover etc. and obtaining consent from State Pollution Control Board (refer EnHM Dte’s letter 2015/EnHM/15/01 dated 16.04.2018)

j. Merchant room/labor room: provision of toilet facility, drinking water, benches, air coolers, fans, lights, refreshment room/ canteen, etc.

k. Goods Shed Office - modular furniture, cabinets for records, drinking water facility, toilet facility, sufficient lighting, air coolers, fans, etc.

  B) WHARF AND ADJOINING CIRCULATING AREA:

a. Rail level/high level platform/wharf with sufficient circulating area duly keeping in view the nature of commodity handled e.g. bulk consignment, bagged consignment, crane consignment, etc.

b. Facility to reduce terminal detentions, reducing number of placements, removing obstacles on platforms and wharfs.

c.  Cross slope to ensure no stagnation of water on and around the platform.

C) APPROACH ROAD TO GOODS SHED:

a. Approach road towards Goods sheds for movement of road vehicles etc. b. Proper drainage to ensure that there is no stagnation of water

 

While planning for these facilities, DRMs should take into account the overall planning at station, the works already sanctioned or under sanction as well as other facilities at station so that these facilities are developed in coordinated manner and no haphazard development takes place. For the purpose required consultant may be engaged, if not already done, under powers already delegated to DRMs vide various delegations issued by Board from time to time.

This issues in consultation with Gati Shakti directorate, Traffic Transportation directorates and with the concurrence of Finance (Expenditure) directorate of Railway Board.

FACT SHEET OF WESTERN DFC

The Dedicated Freight Corridor shall transform the transportation sector and will create more capacity o­n trunk routes of Indian Railways as goods trains shall ply o­n Dedicated Freight Corridor.

The Indian Railways is the lifeline of the nation. To make India a five trillion economy it is essential to develop transport networks at the fast pace. Development of transport infrastructure will give a major fillip for the growth of industries, commerce, export and import and agriculture. To develop transport infrastructure, the Dedicated Freight Corridor Corporation of India was set up by the Government of India.

Dedicated Freight Corridor Corporation of India is constructing the Western DFC (1506 Route km) and Eastern DFC (1875 route km including Sonnagar-Dankuni PPP Section). The EDFC starting from Sahnewal near Ludhiana (Punjab) will pass through the states of Punjab, Haryana, Uttar Pradesh, Bihar and Jharkhand to terminate at Dankuni in West Bengal. The Western Corridor connecting Dadri in Uttar Pradesh to Jawaharlal Nehru Port (JNPT) in Mumbai will traverse through the states of UP, Haryana, Rajasthan, Gujarat and Maharashtra of WDFC.

306 km Rewari - Madar section

Dedication to the Nation of the 306 km Rewari - Madar section o­n the Western Dedicated Freight Corridor.

● This section falls in Haryana State (for approx. 79 Km in Mahendragarh& Rewari districts) and Rajasthan State (for approx. 227 Km in Jaipur, Ajmer, Sikar, Nagaur& Alwar districts).

● Approx 40% of WDFC is in Rajasthan

● Approx 250 km of DFC is in Haryana state

● This section contains 16 major bridges and viaduct (1 viaduct & 15 major bridges), 269 minor bridges, 4 Rail Fly Overs, 22 Road Over Bridges & 177 Road Under Bridges eliminating 148 Level crossings.

● There are 9 newly built DFC stations in this section, six crossing stations (i.e. New Dabla, New Bhagega, New Sri Madhopur, New PacharMalikpur, New Sakun and New Kishangarh) and three junction stations (i.e. New Rewari, New Ateli and New Phulera).

● Total value of Contracts including Civil, Electrical and S&T is Rs. 5800 crore in this section excluding land.

● The opening of this stretch will benefit various industries in Rewari – Manesar, Narnaul, Phulera & Kishangarh areas of Rajasthan, Haryana and National Capital Region. .

● In addition to this, the container depot of CONCOR at Kathuwas will also come o­n the DFC map and get advantage in terms of faster throughput.

● The ports of Gujarat like Kandla, Pipavav, Mundhra, Dahejetc will have an uninterrupted connectivity to the Northern parts of India.

● With the dedication to the nation of the 351-km Bhaupur-Khurja section, and construction of connecting link between Khurja - Boraki-Dadri- Rewari, seamless movement between WDFC & EDFC can ensue.

● DFCCIL had conducted an trial-run of Indian Railways (IR) freight trains o­n this section. ,

● The Track Recording Car of RDSO had conducted Oscillation trials of BOXNS Wagons at 110 Kmph.These wagons have a Tare weight of 19.85 ton and a carrying capacity of 80.15 ton. These wagons have a 14% more weight carrying capacity than the wagons being currently used o­n Indian Railways.The DFCCIL infrastructure is well placed to utilise the carrying capacity of these wagons. Currently, Indian Railways freight trains can carry 61 -71 ton weight per freight carriage at an approximate speed of 60 kmph.The newer, advanced wagons can carry weights upto 81 ton per wagon at an approximate speed of 100 kmph. The newer wagons are safer and modern too.

● Trial runs of BLCS-A and BLCS-B wagon prototype have also been completed in this section. These wagons have enhanced axle load of 25 ton and been designed for DFCCIL by RDSO’s wagon department. The design will maximize capacity utilization and uniform distributed and point loading. These wagons o­n a long-haul double stack container train o­n the WDFC at an speed of 100 kmph..

● DFCCIL will run freight train at the maximum speed of 100 km/per hour as against the current maximum speed of 75 kmph o­n Indian Railway tracks whereas the average speed of freight trains will also be increased from existing speed of 26 kmph o­n Indian Railways lines to 70 kmph o­n Dedicated Freight Corridors (DFC).

A. Main objectives of DFCCIL

1. Decongest the existing Indian Railway network.

2. Increase the average speed of goods trains from existing 25 to 70 kmph.

3. Run Heavy Haul trains (higher axle load of 25/32.5 Tonne) & overall load of 13,000 Tonne.

4. Facilitate the running of longer (1.5km) and double stack container trains.

5. Connect the existing ports and industrial areas for faster movement of goods.

6. Energy efficient and environment friendly rail transport system as per global standards.

7. Increase the rail share from existing 30% to 45%.

8. Reduce the logistic cost of transportation

B. Innovations and State-of-the-art Technology:

1. Heavy and long Haul train operation of 25 Axle ton with having provision of 32.5 Ton axle load for the First time in India.

2. Double stack containers in Western DFC

3. Double line electric (2 X 25 KV) track to undertake higher haulage at higher speeds

4. Automated New Track Construction (NTC) machine which can lay track at the speed of 1.5 km per day.

5. Automated Wiring train for Overhead Equipment Work (OHE) capable of wiring upto 3 km per shift.

6. Train Protection and Warning System (TPWS) for safe and efficient operation

7. Elimination of road level crossing

8. Developing Multi Modal Logistic Hubs and integration with Delhi-Mumbai Industrial Corridor & Amritsar-Kolkata Industrial corridor.

Details of World First electric loco hauled Double Stack 1.5 km Long container Freight trains flagged off from New Ateli and New Kishangarh Stations of high rise 7.5 meter OHE section of WDFC

Front loco of both the trains were flagged off today by Hon’ble Prime Minister is WAG 12 Loco manufactured at Indian Railways make in India factory at Madhepura, Bihar.

The WAG -12 electric super powered double-section locomotives of 12,000 HP are capable of hauling 6000 tonnes at a top speed of 120 kmph. They are planned to be deployed for operations o­n major freight routes, including the Dedicated Freight Corridors (DFCs), transforming the heavy freight transportation landscape of India. These locomotives manufactured at Madhepura are of 12,000-horsepower with a twin Bo-Bo design, engineered to run at a speed that is twice as faster than regular locomotives and are built to carry 6000 tonnes of goods in o­ne go. Equipped with Insulated Gate Bipolar Transistors (IGBT) based propulsion technology, the WAG 12B uses regenerative braking, reducing energy consumption. With 1676 mm of Broad Gauge, these e-locos are designed to take smooth turns even at the sharpest of curves.

The second loco which is attached in the middle and working as a piped loco of the long haul train is WAG 9 of 6000 HP built from Chittaranjan Locomotive Works (CLW), West Bengal, India.

In a first, double stack 1.5 km long electric train had run in the DFCCIL Newly commissioned 7.5 meter high OHE Section. In o­ne train, 360 Ten Feet Container Equivalent Units (TEU) are moving which is equivalent to 270 high capacity Road Trailer trucks.

Details of Train Flagged off from New Ateli Station of WDFC

● This train is partly loaded from Kathuwas Container siding of CONCOR and partly loaded from Garhi siding of Gateway Logistics. The 1.5 km long trains consist of 90 BLC Wagons and two brake vans have a gross weight of 4941 tons destined to Mundra port in Gujarat, hauled by WAG12 12000 HP manufactured at Indian Railways make in India factory at Madhepura, Bihar and WAG9 locomotive manufactured at Chittaranjan Locomotive Works, West Bengal.

● Container Details: Container loaded with iron artware, aluminium artware, decorated laminated sheets, wooden hardware, lamps, furnishing items, auto parts, steel products, tiles .

● Loading Points : Concor Multimodal Logistics Park, Kathuwas and ICD GarhiHarsaru (Gurugram) Gate way Rail

● Destination Details: Iron artware and aluminium artware and lamps loaded from Moradabad area going to USA & Germany, furnishing items of Gurugram to UK, auto parts from Sonepat to USA, Steel products from Hisar to South & East Africa, Tiles from Bahadurgarh to Croatia, wooden artware, lamps and decorative laminated sheets to Dubai & Indonesia.

Details of Train Flagged off from New Kishangarh Station of WDFC

● Half of the long train is loaded from Pipavav port and other half is loaded from Mundra post. The rake consists of 90 BLC wagons and two brake vans have a gross weight of 5966 ton, hauled by WAG12 12000 HP manufactured at Indian Railways make in India factory at Madhepura, Bihar and WAG9 locomotive manufactured at Chittaranjan Locomotive Works, West Bengal.

● Container Details: Container loaded with Destined for TKD (Tughlakabad Container Depot of Concor) and DER (Dadri Container Depot of Concor). Major commodity are Spare parts, Electric parts, Machine, Spray parts, Knitting Machine, Polyester fabric. The Origin of the major containers is United Arab Emirates. Other items are PVC items, paper, polymers, ethylene, auto components, copper tubes, furniture and aluminium coil and are loaded from Gulf countries and Far East Line ( Indonesia and Singapore).

Ministry of Railways issues "Policy on Development of Goods-sheds"at small/road-side stations through Private Investment

Aiming at augmenting terminal capacity through private participation by allowing setting up of new goods-shed facilities and developing existing goods-sheds (which Railways are unable to do due to lack of resources) at a larger number of stations, Ministry of Railways have issued a Policy on Development of Goods-sheds at small/road-side stations through Private Investment.

Salient features of the Policy are as under:-

Private parties permitted to develop goods wharf, loading/unloading facilities, facilities for labour (resting space with shade, drinking water, bathing facilities, etc) approach road, covered shed and other related infrastructure. The facilities are to be created/developed by the private party through its own investment. All developments for the proposed facility will be as per approved Railway designs, and constructed to approved Railway standards and specifications. Railways shall not levy any departmental or any other charges for the construction. The facilities created by the private party shall be used as common user facility, and no preference or priority will be granted to the traffic of the party over the traffic of other customers. Responsibility for maintenance of assets and facilities created shall be vested with the party during the agreement period. Incentives under the scheme: Share in the Terminal Charges (TC) and Terminal Access Charges (TAC), as the case may be, for all the inward and outward traffic dealt at the goods-shed for five (05) years, from the date of completion of the work. The party seeking the least share (TC/TAC) shall be selected through competitive bidding, to be done At Divisional Level. Additional revenue for party through - utilization of available space for establishing small canteen/tea-shop, advertisements, etc.

Rangia Division of NFR rolls out Electronic Transmission of Railway Receipt (eT-RR)

Rangiya Division of N. F. Railway has chosen to go paperless, as far as goods business is concerned, w.e.f. 1st August 2019, by rolling out eT-RR (Electronic Transmission of Railway Receipt) by replacing RR.

RR (Railway Receipt) is a vital document, in the entire chain of freight business of Railways. It is like an acknowledgement of receipt of goods for transportation by rail. The owner of original Railway Receipt is supposed to be the owner of the goods.

In the earlier system, the printed RR o­nce generated used to be given to rail customer who loaded the consignment (consignor) after completing loading in goods train and after paying all railway freight charges. The Consignor in turn, had to further transfer it to the consignee, who would take delivery of goods at destination, through post or courier. At the destination station, delivery of consignment was given o­n surrender of original RR by customer.

In the earlier system, the customer used to face the problem of delay in taking delivery, whenever the goods train reaches destination earlier than the original RR. The new system of transmission of RR electronically, eliminates this problem entirely.

The new system introduced is a very simple; hassle free and user friendly system which would immensely benefit freight customers. In this system, the Railway Receipt (RR), a mandatory document, for effecting delivery of goods, is generated, transmitted and surrendered or deposited electronically.

The first eT-RR of Rangia Division has been generated o­n 01.08.2019 from Indian Oil Siding at New Bongaigaon for goods loaded to destination NTPC plant at Unchahar in Uttar Pradesh. System of generating eT-RR has been enabled in all the 18 functioning locations of freight business o­n the Division. The entire process is carried through FOIS portal (https://www.fois.indianrail.gov.in). In order to avail this facility, customers (both consignors and consignees) have to pre-register themselves at the nearest Railway Division, where they carry out their business. o­n doing so, each customer organization would get a Global Customer Code. The customers can register themselves at FOIS portal after getting the Global Customer Code and can avail the facility of eT-RR. All the consignors of Rangiya Division have already registered themselves in FOIS portal to avail the facility of eT-RR. At least 09 consignees have registered themselves for eT-RR and many more have approached the Division whose registration is under process and are at various stage.

The eT-RR system is also very secure, because at every step from generation to transmission to surrender of RR, electronic authentication is required through user IDs, passwords and through unique system generated Freight Number Record (FNR) and o­ne Time Passwords (OTPs). The system generated FNR number and OTPs is sent o­nly to registered e-mail IDs and mobile numbers of customers.

It may be mentioned here that, railway has already introduced the system of placement of demand for wagons electronically (e-RD module) through FOIS portal. Along with the e-RD module, eT-RR makes freight business for our customers more accessible and transparent. Moreover, the electronic transfer of RR is not o­nly faster but also safer. Since there is no physical transfer of RR, it eliminates the problem of loss of RR in transit.

Electronic Transmission of Railway Receipt (eT-RR) and (e-RD module) is definitely going to be a game changer as far as freight business of Railways is concerned as it provides a safer, faster, transparent and more convenient paperless system for all segments of freight customers apart from boosting the Digital India Initiatives.

How are freight wagons classifed by Indian Railway ?

The following codes are used now for classifying freight wagons . The classification scheme is not entirely systematic. Older wagons especially have codes that are not easily explained in this way. But in general an optional gauge code is followed by a type code which is followed by an indication of the coupler and whether the wagon is air-braked.

Gauge code M : (prefix) MG N : (prefix) NG Wagon type code B : (prefix) Bogie wagon (sometimes omitted) BV : Brake van V : Brake/parcel van (see above for brake van codes) O : Open wagon (gondola) C : Covered wagon (boxcar) F : Flat car FK : Flat car for container transport FU : Well wagon LA : Low flat car with standard buffer height LB : Low flat car with low buffer height LAB : Low flat car, one end with low buffers, the other with high buffers R : Rail-carrying wagon T : Tanker (additional letters indicate material carried) U : Well wagon W : Well wagon K : Open wagon: ballast / material / refuse transport (older wagons) C : Centre discharge S : Side discharge R : Rapid (forced) discharge, bottom discharge X : Both centre and side discharge X : (also?) High sided Y : Low (medium?) side walls L : Low sided H : Heavy load The ‘B’ indication is sometimes omitted as all new wagons are bogie stock.

Following the type code in the classification code a letter may denote the type of coupler, nowadays optional, as all new freight cars are fitted with centre buffer couplers (CBC). An 'N' suffix is for 'pneumatic', or air-braked wagons. Most newer stock that is air-braked also has CBC couplers, so the 'C' is usually dropped. E.g., BOXN for air-braked BOX wagons, not BOXCN. Almost all the older stock is vacuum-braked.

Coupler, brake, and other suffixes: C = Centre buffer coupler (CBC) R = Screw coupling only T = Transition coupler (CBC with additional side buffers and screw coupling) N = Air-braked M = (suffix) Military Most wagons are made of steel, except for a few special-purpose wagons. Some specialized wagons have been made with stainless steel or special steel alloys to reduce corrosion. Some Recently [12/04] with the rising price of steel IR has been looking into using steel substitutes, and plans have also been drawn up for the production of aluminium-body wagons (see BOBNAL, BOBRAL below). It is thought that about 750 aluminium wagons will be built in 2005-2006. Interestingly, some of these are said to be of a 4-wheel design. The tare weight is expected to be reduced by about 4.2 tonnes. A few aluminium wagons are already in use on a trial basis. Aluminium wagons besides being of a lower cost and having a lower tare weight, also have the advantage of suffering less corrosion in many circumstances. A typical rake with aluminium wagons instead of steel ones would carry almost 240t more goods.

As seen in the permanent way section, many BG routes have rails that allow axle loads of up to 25t, or in many cases 22.5t. However, normal operating procedures on IR restrict BG wagons to 20.3t of axle load. Now  it has been proposed that this be raised to 23t.

खुशखबरीः ट्रिब्यून चौक फ्लाईओवर को मिली हरी झंडी, दो चरणों में होगा निर्माण, ये है प्रोजेक्ट

चंडीगढ़ में ट्रिब्यून राउंड अबाउट पर फ्लाईओवर बनाने का रास्ता साफ हो गया है। बीते एक साल से अधर में लटके इस प्रोजेक्ट को मिनिस्ट्री ऑफ रोड ट्रांसपोर्ट एंड हाईवे ने हरी झंडी दे दी है। मंत्रालय की ओर से शहर में बनने वाले ट्रिब्यून फ्लाईओवर के पहले चरण के लिए 386 करोड़ रुपये मंजूर किए गए हैं। दो साल में पहले चरण का काम पूरा हो जाएगा। खास बात यह है कि प्रशासक के सलाहकार मनोज परिदा के प्रयासों से यह प्रोजेक्ट शुरू होने जा रहा है। फिलहाल यूटी प्रशासन प्रशासन को अभी मंत्रालय की फाइल मिली नहीं है।

बताया जा रहा है कि मंत्रालय से फाइल आते ही फरवरी माह से फ्लाईओवर का काम शुरू कर दिया जाएगा। बता दें कि हाल ही में एडवाइजर मनोज परिदा ने ट्रिब्यून चौक पर बनने वाले फ्लाईओवर के संदर्भ में मंत्रालय से बात करने के संकेत दिए थे। बताया जाता है कि एडवाइजर ने प्रशासन की ओर से लेटर भी मंत्रालय को भेजा था। इसी के तहत मंत्रालय की ओर से तेजी दिखाई गई। अब प्रोजेक्ट को मंजूरी मिलने के बाद चंडीगढ़ प्रशासन जल्द ही इसके लिए टेंडर मांगेगा। प्रोजेक्ट की पूरी लागत मंत्रालय ही वहन करेगा। फंड की स्वीकृति के साथ ही अब प्रोजेक्ट को शुरू होने में ज्यादा समय नहीं लगेगा।

दो चरणों में बनेगा फ्लाईओवर ट्रिब्यून चौक पर बनने वाला फ्लाईओवर दो चरणों में बनेगा। पहले चरण में ट्रिब्यून चौक की ओर जीएमसीएच राउंड अबाउट के 300 मीटर पहले से रेलवे ओवरब्रिज तक 1.5 किलोमीटर तक बनेगा। दूसरे चरण में यह जीरकपुर फ्लाईओवर तक करीब 5 किलोमीटर तक बनने का प्रस्ताव है। इसके अलावा चंडीगढ़ से जीरकपुर तक एलेवेटेड रोड बनाने का प्रस्ताव है।

नितिन गडकरी ने की थी घोषणा बता दें कि वर्ष 2016 में चंडीगढ़ दौरे के दौरान मंत्रालय के मुखिया नितिन गडकरी ने ट्रिब्यून चौक पर फ्लाईओवर प्रोजेक्ट की घोषणा की थी। इस मुद्दे को स्थानीय सांसद किरण खेर की ओर से उठाया गया था। ट्रिब्यून चौक पर 1.5 किलोमीटर तक बनने वाले फ्लाईअओवर के लिए मंत्रालय के द्वारा 250 करोड़ रुपये मंजूर किए गए थे लेकिन सांसद किरण खेर की मांग पर गडकरी ने इसका बजट बढ़ाकर 386 करोड़ रुपये कर दिया। खेर ने फ्लाईओवर के निर्माणकार्य को लेकर कई बार गडकरी से मुलाकात भी की है।

ट्रिब्यून फ्लाईओवर को मंत्रालय से मंजूरी मिल गई है। सभी तकनीकी प्रक्रियाएं पूरी करके जल्द ही इसका निर्माण कार्य शुरू हो जाएगा।
