Sub: Policy Guidelines on Transfer & Posting of officers in Traffic Transportation and Commercial Department in Zonal Railways


These policy guidelines on transfer & posting of officers in Traffic Transportation and Commercial Department in Zonal Railways shall be supplementary to the extant policy guidelines issued from time-to-time governing transfers and postings by Railway Board.


1. Till confirmed Junior Administrative Grade (9 years of service), an officer must be given atleast one term each in Operating, Commercial and preferably one term in Safety/General. A term for this purpose will be a duration of minimum 1 year. This shall be applicable to Group A and Group B officers.


2. Till Selection Grade (12 years of service), an officer should, to the extent possible, be posted in Division/Field and thereafter, preferably in Zonal Headquarters.


3. Till Senior Administrative Grade (17 years of service), an officer must be given atleast one term in Zonal Headquarters. If an officer has not been given one term in Safety/General until confirmed JAG (as per SN 1 above), the officer may be given one term in Zonal Headquarters of an equivalent profile. A term for this purpose will be a duration of minimum 1 year.


4. In a particular division, an officer should not be a branch officer for more than 5 years in total i.e. combination of SrDOM/SrDCM/SrDSO. For posting as SrDOM, it is preferred that an officer has experience of working in a Junior Administrative Grade post, including ad-hoc positions, in Division/Zonal Headquarters/Railway Board.


5. On promotion from Group C to Group B, officers must be posted outside their current division for atleast a term of 1 year.


In addition to the above, it is clarified that PCOM shall be the cadre controlling officer at Zonal level for Traffic Transportation and Commercial Department, with PCCM the associate member in the placement committee. The above policy guidelines may be modified only in exceptional cases, by PCOM with prior consultation with AM/Traffic.

Sub: Posting of husband and wife at the same station.

In view of the utmost importance attached to the enhancement of women's status in all walks of life and to enable them to lead a normal family life as also to ensure the education and welfare of the children, the instructions regarding posting of husband and wife at the same station were issued vide Ministry of Railway's letter No. E(NG)II/71rrR/14 dated 01.10.71, as reiterated in" letter No.E(NG)I-86/TR/14 dated 06/01/88. Pursuant to a recommendation of the 5th CPC, the scope of these instructions was further widened and detailed guidelines were issued vide this Ministry's letter No.E(NG)I-97/TR/28 dated 05.11.97 in a consolidated form.

2.In the context of·the need "to make Concerted efforts to increase representation of women in Central Government jobs, these guidelines have been reviewed to see whether the instructions could be made mandatory. It has been decided vide Deptt. of Personnel &

3.The guidelines, as framed by DOP & T in view of the 6th CPC, have been examined in this Ministry and it has been decided to adopt these with certain modifications. Accordingly provisions of guidelines issued under Board's letter dated 5.11.97 ibid have been modified as under :-

a.Where both the spouses are railway employees and belong to the same seniority units:

The husband & wife, if working in the same Department and if the required level of post is available, should invariably be posted together in order to enable them to lead a normal family life and look after the welfare of their children especially till the children attain 18 years of age. This will not apply on appointment under the Central Staffing Scheme. Where only wife is a Government servant, the above concessions shall be applicable to the Govt. servant. Hence both the railway servants may be posted at the same station/place ensuring that one of them does not work as subordinate to the other.

b. Where both the spouses are railway servants but belong to different seniority units.

Efforts may be made to pqst both the railway servants at the station where posts at appropriate level exist in the respective seniority units failing which requests for change of the category may be considered sympathetically keeping in view all other relevant rules in the matter,

c. Where one of the spouses is a railway servant and the other belongs to All India Service or another Central Service.

The Railway servant should be posted 'at station/place in the Railway/Division/PU in whose territorial jurisdiction the place/state of posting of his/her spouse falls or as close to it as possible if there is no Railway Organization/post at the place/state of posting of the spouse.

d.  Where one of the spouses is a railway servant and the other belongs to a state service; , 

The Railway servant should be posted at the station/place in the Railway/Division/PU in whose territorial jurisdiction the place/state of posting of his/her spouse falls. If it is not possible, if a requesUrom the railway servant to the Controlling Authority of the spouse for his/her posting at the place of posting 6f"the railway servant is received the same may be forwarded to the concerned authority for sympathetic consideration,

e. Where one of the spouses is a railway servant (all India service) and the other is working -in a central/state/Public Sector Undertaking / Autonomous Body /Private Sector: 

The railway servant may apply to- the controlling Authority for a posting . at the place of posting of his/her spouse which may be considered favorably by the competent authority. If no post is available for posting of the railway servant at the place of posting of the spouse he/she may be posted to a place closer to the place of posting of the spouse. If this also is not possible application form the railway servant for posting of the spouse who is working in the Central/ State/Public Sector Undertaking may be forwarded" to the controlling authority of the spouse of his/her  posting at or near the place of the railway servant.

4, Complaints are sometimes received that even if posts are available in the station of posting of the spouse, the administrative authorities do not accommodate the employees citing administrative reasons, In all such Cases, the cadre controlling authority should strive to post the employee at the station of spouse and in case of inability to do so, specific reasons, therefor, may be communicated to the employee.

  1. Although, normal channels of representations / complaints redressal mechanism exist, added safeguards to prevent non - compliance may be provided by insuring that the complaints against non-adherence to the instructions are decided by authorities at least one level above the authorities which took the original decision when they are below the SAG level/Head of PUs. All such representations should be considered and disposed off in a time bound manner.

6.While all out efforts may be made to post the husband and wife at the same station, instructions issued by the Board from time to time in regard to request transfers/change of category should be followed in all such cases. A separate register may be maintained at each Divisional and Zonal headquarters of the Railways for registering requests for transfers from railway servants for posting at the place of posting of their spouses, which may be reviewed from time to time, by competent authority.

रेलवे में पति-पत्नी एक जगह होंगे तैनात

रेलवे बोर्ड ने जोनल रेलवे को कर्मचारियों के उनके जीवनसाथी के स्टेशन या पोस्टिंग स्थान पर स्थानांतरण के लंबित अनुरोधों का शीघ्रता से निपटान करने का निर्देश दिया है।

केंद्र सरकार ने रेलवे बोर्ड को कड़े आदेश दिए थे कि पति-पत्नी को एक स्थान पर ट्रांसफर किया जाए। वहीं, अब रेलवे बोर्ड ने जोनल रेलवे को निर्देश दिया है कि वे कर्मचारियों के उनके जीवनसाथी के स्टेशन या पोस्टिंग स्थान पर स्थानांतरण के लंबित अनुरोधों का शीघ्रता से निपटान करें। केंद्र सरकार का मानना है कि नौकरी करने वाले पति-पत्नी की एक साथ तैनाती नहीं होने पर काम और परिवार दोनों प्रभावित होते हैं।

बोर्ड का मानना है कि मानव संसाधन प्रबंधन प्रणाली (एचआरएमएस) की डिजिटलीकरण प्रक्रिया के बाद ऐसे अनुरोध लंबे समय तक लंबित नहीं रहने चाहिए। इस बारे में बोर्ड ने 17 अगस्त को 15 जोन के प्रमुख मुख्य कार्मिक अधिकारियों को पत्र तब भेजा जब रेलवे कर्मचारियों और उनके संघों से निर्धारित नीति के बावजूद उनके पति या पत्नी के ग्राउंड ट्रांसफर अनुरोधों में देरी के बारे में कई अभ्यावेदन प्राप्त हुए।
लवे बोर्ड ने जोनल रेलवे से पत्र में कहा कि यह अनुरोध  किया जाता है कि ऐसे सभी लंबित अनुरोधों की जांच की जाए और निर्धारित नीति के अनुसार उनका निपटान किया जाए। साथ ही पत्र में यह बात कही है कि संबंधित क्षेत्रों को देरी के कारणों के साथ-साथ सभी लंबित और स्वीकृत अनुरोधों का सारांश बोर्ड को बताना चाहिए।
रेलवे बोर्ट ने पिछले साल 20 अगस्त को इसी तरह का आदेश जारी कर पति और पत्नी के आधार पर स्थानांतरण के अनुरोधों के निपटान से संबंधित जानकारी मांगी थी। यह पता चलने के बाद कि पति-पत्नी के बीच जमीन हस्तांतरण के कई अनुरोध लंबित हैं, इसने पिछले साल छह सितंबर को जोनों को सभी मामलों के निपटारे के लिए एक विशेष अभियान शुरू करने का निर्देश दिया।
वहीं, बोर्ड ने अपने निर्देश को दोहराया है और जोनों से सभी नए और पुराने लंबित मामलों को निष्कर्ष पर लाने के लिए कहा है। 2 मार्च 2010 में, रेल मंत्रालय ने केंद्र सरकार की नौकरियों में महिलाओं का प्रतिनिधित्व बढ़ाने के लिए ठोस प्रयास करने की आवश्यकता को ध्यान में रखते हुए पति और पत्नी को एक ही स्टेशन पर तैनात करने की अपनी नीति में ढील दी दी।

Composite Transfer Grant Rule on Retirement

(सेवानिवृत्ति पर समग्र स्थानांतरण अनुदान नियम)

TA on Retirement includes 4 components : –

(i) Travel entitlement for self and family (ii) Composite Transfer and packing grant (CTG) (iii) Reimbursement of charges on transportation of personal effects (iv) Reimbursement of charges on transportation of conveyance.

(i) Travel Entitlements

Travel entitlements as prescribed for tour/transfer in Para 2 above, except for International Travel, will be applicable in case of journeys on retirement.

The general conditions of admissibility prescribed in S.R.147 will, however, continue to be applicable.

(ii) Composite Transfer Grant (CTG)

(i) The Composite Transfer Grant shall be paid at the rate of 80% of the last month’s basic pay in case of those employees, who on retirement , settled down at places other than last station(s) of their duty located at a distance of or more than 20 km. However, in case of settlement to and from the Island territories of Andaman, Nicobar & Lakshadweep, CTG shall be paid at the rate of 100% of last month’s basic pay.

Further, NPA and MSP shall not be included as part of basic pay while determining entitlement for CTG. The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc., at the old and new station, are already subsumed in the composite transfer grant and will not be separately admissible.

(ii) As in the case of serving employees, Government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 kms may be paid one third of the CTG subject to the condition that a change of residence is actually involved.

Transportation of Personal Effects :-

6 to 11 6000 Kg by goods train/4 wheeler wagon/ 1 single container Rs.50/- per Km
5 3000 kg Rs.25/- per Km
4 and below 1500 kg Rs.15/- per Km
Note - The rates will further rise by 25 percent whenever DA increases by 50 percent.  The claim for reimbursement shall be admissible subject to the production of actual receipts/ vouchers by the Govt. servant.   (iv) Transportation of Conveyance :-
Level Reimbursement
6 and above 1 motor car etc. or 1 motor cycle/scooter
5 and below 1 motorcycle/scooter/moped/bicycle
The general conditions of admissibility of TA on Transfer as prescribed in S.R. 116 will, however, continue to be applicable. The general conditions of admissibility of TA on Retirement as prescribed in S.R. 147 will, however, continue to be applicable.

Railway Board order Regarding Inter-Railway Request Transfer dated 1.10.2020 RBE 85/2020

Sub : Inter-Railway Request Transfer – Hardships being faced by the staff – Reg.

As the Railways are aware, transfers on request of officials working on the Zonal Railways cannot be claimed as a matter of right. However, enabling provisions under Ministry of Railways’ decision below Rule 226 of IREC Vol.I allows Transfer of Railway Servant in Group ‘C’ on request on the grounds of hardship from one Railway to another. Detailed instruction/ guidelines governing such transfers have been laid down by the Board from time to time.

2. Despite several executive orders issued by the Board from time to time to minimize the hardship of the officials, repeated complaints are being received from staff and the Federations that the transfer requests are not being processed properly. It has been observed that after issue of the NOC by the accepting Railway, the staff concerned are not relieved on time, at times taking more than one year, and by the time the staff are relieved on the basis of the NOC, the vacancies get filled up, and the Railway which had issued the NOC refuses to accept the transferred staff, putting such staff to considerable hardship as he is left with nowhere to go, having been relieved by the parent Railway.

3. The matter has been considered by the Board. To obviate such issues, it has been decided by the Board that NOC issued by the receiving Railway should be valid for a period of six months, and if transfer of the employees concerned are not effected within this period, the NOC in such cases should be mandatorily revalidated. The employees should be relieved on transfer only after re-confirming the validity of the NOC.

RBE 203/2019 - Relieving of Railway employees in time after order for transfer in cases of request transfer.

Sub: Relieving of Railway employees in time after order for transfer in cases of request transfer.

As the Railway administrations are aware, instructions already exist which provide that in cases of request transfer, the requests should be dealt with in an organized and expeditious manner so that there is no occasion for any grievance in the mind of the staff in regard to the handling of their request.

It has been observed that despite the existence of such instructions, due to administrative exigencies, it sometimes becomes difficult to relieve the transferred employee within a reasonable time, which results in loss of seniority to the employee in his new place of posting. The loss is even greater when he goes to posts one grade below, and new recruits from subsequent batches join before him.

The loss in seniority in such cases .resulting from delayed relieving of the employee often leads to litigation, and strictures passed by Hon’ble Courts. In one such case recently, the Hon’ble CAT/Chennai in OA No.75112019 and other similar OAs, vide their common order dated 05.07.2019, inter-alia observed as under:- Since it is submitted by the counsel for the applicants that IREC is silent on the above issue and accordingly there is a void in this regard in the policy, we deem it appropriate to direct the first respondent to consider the concern raised in the OAs as a policy issue and take an appropriate decision on whether and if so, how the interests of such transferred employees should be protected in regard to their seniority at least from the date from which they were approved for IR T, if they could not be relieved soon thereafter in public interest. Such policy decision may be taken and orders issued within a period of six months from the date of receipt of a copy of this order. “

The matter has accordingly been considered in the Board. While it may not be desirable/feasible to assign seniority to transferred employee in the new unit from the date of approval of the transfer, when the employee is still actually working in the parent unit, every effort should be made to relieve her/him at an early date. Where delay in relieving of the employee after orders are issued exceeds/is likely to exceed 3 months, the case should be put up by Sr.DPO/WPO to DRM/CWM as the case may be giving specific reasons for the delay and likely date of relief.
