रेलवे में पति-पत्नी एक जगह होंगे तैनात

रेलवे बोर्ड ने जोनल रेलवे को कर्मचारियों के उनके जीवनसाथी के स्टेशन या पोस्टिंग स्थान पर स्थानांतरण के लंबित अनुरोधों का शीघ्रता से निपटान करने का निर्देश दिया है।

केंद्र सरकार ने रेलवे बोर्ड को कड़े आदेश दिए थे कि पति-पत्नी को एक स्थान पर ट्रांसफर किया जाए। वहीं, अब रेलवे बोर्ड ने जोनल रेलवे को निर्देश दिया है कि वे कर्मचारियों के उनके जीवनसाथी के स्टेशन या पोस्टिंग स्थान पर स्थानांतरण के लंबित अनुरोधों का शीघ्रता से निपटान करें। केंद्र सरकार का मानना है कि नौकरी करने वाले पति-पत्नी की एक साथ तैनाती नहीं होने पर काम और परिवार दोनों प्रभावित होते हैं।

बोर्ड का मानना है कि मानव संसाधन प्रबंधन प्रणाली (एचआरएमएस) की डिजिटलीकरण प्रक्रिया के बाद ऐसे अनुरोध लंबे समय तक लंबित नहीं रहने चाहिए। इस बारे में बोर्ड ने 17 अगस्त को 15 जोन के प्रमुख मुख्य कार्मिक अधिकारियों को पत्र तब भेजा जब रेलवे कर्मचारियों और उनके संघों से निर्धारित नीति के बावजूद उनके पति या पत्नी के ग्राउंड ट्रांसफर अनुरोधों में देरी के बारे में कई अभ्यावेदन प्राप्त हुए।
लवे बोर्ड ने जोनल रेलवे से पत्र में कहा कि यह अनुरोध  किया जाता है कि ऐसे सभी लंबित अनुरोधों की जांच की जाए और निर्धारित नीति के अनुसार उनका निपटान किया जाए। साथ ही पत्र में यह बात कही है कि संबंधित क्षेत्रों को देरी के कारणों के साथ-साथ सभी लंबित और स्वीकृत अनुरोधों का सारांश बोर्ड को बताना चाहिए।
रेलवे बोर्ट ने पिछले साल 20 अगस्त को इसी तरह का आदेश जारी कर पति और पत्नी के आधार पर स्थानांतरण के अनुरोधों के निपटान से संबंधित जानकारी मांगी थी। यह पता चलने के बाद कि पति-पत्नी के बीच जमीन हस्तांतरण के कई अनुरोध लंबित हैं, इसने पिछले साल छह सितंबर को जोनों को सभी मामलों के निपटारे के लिए एक विशेष अभियान शुरू करने का निर्देश दिया।
वहीं, बोर्ड ने अपने निर्देश को दोहराया है और जोनों से सभी नए और पुराने लंबित मामलों को निष्कर्ष पर लाने के लिए कहा है। 2 मार्च 2010 में, रेल मंत्रालय ने केंद्र सरकार की नौकरियों में महिलाओं का प्रतिनिधित्व बढ़ाने के लिए ठोस प्रयास करने की आवश्यकता को ध्यान में रखते हुए पति और पत्नी को एक ही स्टेशन पर तैनात करने की अपनी नीति में ढील दी दी।

Special steps by Railways for safety of women

‘Police’ and ‘Public Order’ are State subjects under the Seventh Schedule to the Constitution of India and, therefore, State Governments are responsible for prevention, detection, registration and investigation of crime and maintenance of law and order on Railways through their law enforcement agencies viz. Government Railway Police (GRP)/District Police. Railway Protection Force (RPF) supplements the efforts of GRP/District Police to provide better protection and security to railway property, passenger area and passengers and for matters connected therewith.

The State-wise number of incidents reported of violence against women in Railways are published by National Crime Records Bureau (NCRB). Based on the data published by NCRB available upto 2021, there is considerable decrease in the cases of crime against women reported over Indian railways during the year 2021 as compared to the year 2018 & 2019. Data of crime in the year 2020 is not considered for comparison as the passenger train operation was severely curtailed due to the onset of Covid – 19. Figures for the year 2022 and the current year have not been published by NCRB.

Surveillance is kept through CCTV cameras provided in 7264 coaches and 866 Railway Stations for enhanced security of passengers.

Awareness campaigns through, posters, banners, distribution of leaflets, videos on Railway Display Network (RDN) etc. are conducted on regular basis to educate passengers for taking necessary precautionary measures during their journey.

Further, the following steps are being taken by the Railways in coordination with GRP/Local Police for safety and security of passengers including women passengers in trains: -

  1. On vulnerable and identified routes/sections, trains are escorted by Railway Protection Force in addition to trains escorted by Government Railway Police of different States daily.
  2. Railways are in regular touch with passengers through various social media platforms like. Twitter, Facebook, Koo etc. to enhance security of passengers and to address their security concerns.
  3. Railway Help Line number 139 is operational (24x7) over Indian Railways for security related assistance to passengers in distress.
  4. Frequent announcements are made through Public Address System to educate passengers to take precautions against theft, snatching, drugging etc.
  5. Under ‘Meri Saheli’ initiative, focused attention has been provided for safety and security of lady passengers travelling alone by trains for their entire journey i.e. from originating station to destination station.
  6. Zonal railways have been instructed for deployment of proper combined strength of male & female RPF/RPSF personnel in train escort parties, to the extent possible.
  7. Drives are conducted against entry of male passengers into the compartments reserved for ladies.
  8. State Level Security Committee of Railways (SLSCR) have been constituted for all State/Union Territories under the Chairmanship of respective Director General of Police/Commissioner of States/Union Territories for regular monitoring and review of security arrangements of the Railways.

Privileges & Amenities to Women in Indian Railways - Leave

Maternity Leave  (Para 551 of IREC – Vol-I) [1]A female railway employee [including an apprentice] with less than two surviving children may be granted maternity leave by an authority competent to grant leave for a period of 135 days (*)from the date of its commencement. (*)135 days raised to 180 days w.e.f. 01-09-2008 as amended vide SC 144/2008 [2]The period of maternity leave on account of miscarriage/ abortion should be restricted to 45 days in the entire career of a female railway servant, [3](a)Maternity leave may be combined with leave of any other kind. (b)Notwithstanding the provision in sub-rule 527, Leave of the kind due and admissible (including commuted leave for a period not exceeding 60 days and leave not due) up to two years (#) may, if applied for, in continuation of maternity leave, be granted without the production of medical certificate. The period of Extra Ordinary Leave without Medical Certificate, if any, shall not be treated as qualifying service for the purpose of pension, annual increment etc. (#)(As amended vide SC 144/2008) [4]Leave in further continuation of leave granted under clause (b) of sub-rule (3) may be granted on production of a medical certificate for the illness of the railway servant. Such leave may also be granted in case of illness of a newly born baby, subject to production of medical certificate to the effect that the condition of the ailing baby warrants mother’s personal attention and that her presence by the baby’s side is absolutely necessary. [5]The maternity leave shall not be debited against the leave account. Note: - Abortion induced under the MTP Act 1971 [Medical Termination of Pregnancy Act] shall also be considered as a case of abortion under sub-rule (2) The period of Extra Ordinary Leave without Medical Certificate, if any, granted in continuity of Maternity leave, shall not be treated as qualifying service for the purpose of pension, annual increment etc.. SC 5/2002—SC 84/2014. Leaves to Surrogate mother Maternity Leave and Child Care Leave are not admissible to surrogate mother at present… SC 96/2014 Child Adoption Leave  (Para 551 (C) of IREC–I) An adoptive mother on the railways with less than two surviving children may be granted leave of 135 days (*) as ‘Child Adoption Leave’ on adoption of a child up to one year of age, on the lines of maternity leave admissible to natural mothers. (*)The period of Child Adoption Leave raised from 135 days to 180 days.WEF 11.09.2009--- SC 156/2009 [2]During the period of Child Adoption Leave, she shall be paid leave salary equal to the pay drawn immediately proceeding on leave. [3]Child Adoption Leave may be combined with leave of any other kind. [4]In continuation of ‘Child Adoption Leave’, the adoptive mothers may also be granted, if applied for, leave of the kind due and admissible [including leave not due and commuted leave not exceeding 60 (sixty) days without production of Medical Certificate] for a period up to one year reduced by the age of the adopted child on the date of legal adoption without taking into account the period of Child Adoption Leave, subject to the following conditions: - [i]This facility will not be admissible to an adoptive mother already having two surviving children at the time of adoption. [ii]The maximum admissible period of one year leave of the kind due and admissible [including leave not due and Commuted leave not exceeding 60 (sixty) days without production of Medical Certificate] for a period up to one year reduced by the age of the adopted child on the date of legal adoption without taking into account the period of Child Adoption Leave as in the following illustrations.  If the age of the adopted child is less than one month on the date of adoption leave, up to one year may be allowed.  If the age of the adopted child is six months but less than seven months leave, up to six months may be allowed.  If the age of the adopted child is nine months but less than ten months leave, up to three months may be allowed. Child Care Leave  Introduced w.e.f. 01-09-2008 (6th CPC Recommendations) ∙Women employees having minor children may be granted Child Care Leave by an authority competent to grant leave, for a maximum period of two years (i.e.730 days) during their entire service for taking care of up to two children whether for rearing or to look after any of their needs like examination, sickness etc. ∙Child Care Leave shall not be admissible if the child is eighteen years of age or older.

NFR earmarked portion of coach for women passenger

With a view to provide better safety and security to women passenger who normally used to travel by passenger trains either alone or with minors, NFR has started earmarking a portion of the SLR coach with Pink colour. This special colour will help the women passenger to easily identify the coach in the platform even during rush hours.

SLR coaches with especially Pink coloured portion for lady passengers were placed into operation by the Rangiya Division of NFR in passenger trains bearing number55817 / 55818, 55803 / 55804 and 55809 / 55810 which run between New Bongaigaon and Guwahati. Similar earmarking has also been done in passenger train no 55895 / 55896 which runs between Rangiya and Murkongselek.

In some trains depending o­n the nature of the coach the same has been earmarked both for Lady passengers as well as Divyangjan.

NFR hopes that this new initiative will prove to be immensely beneficial for safety and security to women passenger. NFR would also like to appeal to all women passenger to use the earmarked coach if such need arises. Railway authority will also deploy RPF and Ticket Checking staff for the next few days to stabilise the new system.

NFR authority hopes that the new initiative will be well supported by all section of passengers.

मुंबई की महिला ट्रेन ड्राइवर से मिलकर आप कहेंगे, शाबाश प्रीति जी!

महिला दिवस के मौके पर हम आपको एक ऐसी महिलाओं से मिलवा रहें हैं, जिन्होंने अपने लिए ऐसा करियर चुना, जहां पुरुषों का वर्चस्व होता था. मुंबई की प्रीति कुमारी भी देश भर की महिलाओं के लिए एक मिसाल हैं. प्रीति ट्रेन ड्राइवर हैं. प्रीति बचपन से ही कुछ अलग करना चाहती थीं, वो अपने गांव की पहली लड़की थीं, जिन्होंने पढ़ाई के लिए अपना गांव छोड़ा.

2000 में प्रीति की शादी हुई और उनकी जिंदगी बदल गई, उनके पति एयरफोर्स में थे. लेकिन उनको ऐसी बीमारी हुई कि पूरे घर की जिम्मेदारी प्रीति के कंधों पर आ गई. अपनी छोटी सी बेटी को घर पर छोड़कर नौकरी करने के लिए फैसला लेना उनके लिए बहुत मुश्किल था, लेकिन अपने घर को संभालने के लिए उनको ये करना पड़ा.

2007 में उन्होंने वेस्टर्न रेलवे की परीक्षा दी और वो उसमें पास भी हो गईं. 2010 में प्रीति की जिंदगी में खुशिया और गम दोनों साथ-साथ चल रहे थे, एक तरफ पति की हालत बिगड़ती जा रही थी और दूसरी तरफ प्रीति को नौकरी मिल गई. मुश्किल की इस घड़ी में प्रीति ने हिम्मत नहीं हारी. उनकी मां ने उनकी बच्ची को संभाला और प्रीति ने अपने करियर की शुरुआत की. अब प्रीति को जब लोग ट्रेन चलाते हुए देखकर तारीफ करते हैं, तो उनकी सारी थकान मिट जाती है.
