Integral Coach Factory, Perambur

इंटीग्रल कोच फैक्ट्री (Integral Coach Factory - ICF) भारत सरकार के रेल मंत्रालय के अधीन एक प्रमुख कोच निर्माण इकाई है, जो चेन्नई (तमिलनाडु) के पेरंबूर क्षेत्र में स्थित है। इसकी स्थापना का उद्देश्य भारतीय रेल को यात्री कोचों की घरेलू आपूर्ति सुनिश्चित करना था, ताकि विदेशों पर निर्भरता को कम किया जा सके।

स्थापना और इतिहास:

आईसीएफ की स्थापना वर्ष 1955 में हुई थी। इसका उद्घाटन तत्कालीन प्रधानमंत्री पंडित जवाहरलाल नेहरू ने 2 अक्टूबर 1955 को किया। प्रारंभ में, फैक्ट्री ने स्विट्ज़रलैंड की एक कंपनी, Swiss Car and Elevator Manufacturing Company के तकनीकी सहयोग से निर्माण कार्य शुरू किया।

स्थापना के समय भारत में रेल कोचों का उत्पादन सीमित था, और विदेशी आयात पर भारी निर्भरता थी। आईसीएफ ने इस परिदृश्य को बदलते हुए भारत को आत्मनिर्भर बनाने की दिशा में महत्वपूर्ण योगदान दिया।

  • वंदे भारत एक्सप्रेस: आईसीएफ ने भारत की पहली सेमी-हाई स्पीड ट्रेन 'वंदे भारत एक्सप्रेस' (Train 18) का निर्माण किया, जिसे 2018 में लॉन्च किया गया। यह 180 किमी/घंटा तक की गति प्राप्त कर सकती है और स्वदेशी तकनीक से बनी है।

  • तेजस एक्सप्रेस और हमसफर एक्सप्रेस: इन ट्रेनों के अत्याधुनिक कोच भी आईसीएफ ने बनाए हैं, जिनमें अत्याधुनिक यात्री सुविधाएँ जैसे Wi-Fi, GPS आधारित यात्री सूचना प्रणाली, बेहतर सुरक्षा फीचर्स आदि सम्मिलित हैं।

Integral Coach Factory (ICF) is a premier coach manufacturing unit under the Ministry of Railways, Government of India, located in the Perambur area of Chennai (Tamil Nadu). It was established with the aim of ensuring indigenous supply of passenger coaches for Indian Railways, thereby reducing dependence on imports.

Establishment and History:

ICF was founded in the year 1955. The factory was inaugurated by then Prime Minister Pandit Jawaharlal Nehru on 2nd October 1955. Initially, the factory commenced production with technical collaboration from a Swiss company, the Swiss Car and Elevator Manufacturing Company.

At the time of its establishment, India had limited capacity for manufacturing railway coaches and was heavily reliant on imports. ICF played a crucial role in transforming this scenario and advancing the nation towards self-reliance.

रेल दृष्टि एक सिंगल विंडो के तहत विभिन्न स्रोतों से जानकारी एकत्रित करके, पारदर्शिता और जवाबदेही के उद्देश्यों को पूरा करने के उद्देश्य से, भारतीय रेल के प्रमुख मापदंडों का डिजिटल प्रस्तुतीकरण, विश्लेषण और निगरानी करने का एक प्रयास है। यह डैशबोर्ड देश के प्रत्येक नागरिक को भारतीय रेल के प्रमुख आँकड़ों को पारदर्शी रूप से जानने में सक्षम बनाने के साथ-साथ अपने ग्राहकों के लिए रेलवे द्वारा विकसित विभिन्न डिजिटल प्लेटफार्मों पर दी जाने वाली सेवाओं का लाभ उठाने के लिए एक मंच प्रदान करता है। कुल मिलाकर, यह "डिजिटल इंडिया, डिजिटल रेलवे" की दिशा में एक नया कदम है।

Here Is How You Can Book An Entire Train, Coach Of Indian Railways From IRCTC

Indian Railway Catering and Tourism Corporation (IRCTC), which offers passenger ticketing and catering services to Indian Railways passengers online and from its mobile application also offers a service where in an individual can book an entire train or a coach for travel purpose. IRCTC's Full Tariff Rate or FTR service allows individuals or organisation to make bookings for an entire train or a coach through its website www.ftr.irctc.co.in. Individuals can book coaches like AC first class, AC 2 -tier, AC 3-tiers, AC 2 cum 3 tier, AC chair car, sleeper, AC saloon, second seating among various other coaches being offered by the Indian Railways. Here is how you can book an entire train, coach of Indian Railways online from IRCTC FTR website:

To make booking for an entire train or a coach of Indian Railways an individual needs to first create user id and password for the IRCTC's FTR website www.ftr.irctc.co.in. User id and password of IRCTC (irctc.co.in) does not work on the FTR's website.

To book a train or a coach, an individual needs to log in to www.ftr.irctc.co.in and select from option of booking a train or a coach of Indian Railways.

After selecting between train or a coach, the website will direct you to another page where individuals need to fill in the details like date of journey, type of coach they require etc.

After filling in details, the website will direct you to a page where the individual needs to make payment of registration amount. Registration amount for the second AC coach for travel between New Delhi and Mumbai Central is Rs. 50,000, according to IRCTC's FTR website.

Online booking of FTR is on pilot basis and currently booking is allowed for journey starting from stations of Western Railway only, Indian Railways noted on its website http://www.indianrail.gov.in.

Offline bookings for FTR coaches and trains can be made by visiting any major railways station across the country and making a request to Chief Reservation Officer the concerned station, according to Indian Railways.

Know About - Wait list Tickets & Their Confirmation Priority Policy

Based on some predefined rules, railway allots different types of waitlist quota on tickets when ticket is not confirmed.

GNWL (General Waiting List):  Confirmation for GNWL ticket is on highest priority. You may get a GNWL quota, if you are starting your journey from a station close to train source station and ending your journey at a station close to train destination station.

RLWL (Remote Location Waiting List) -  Important stations in the route of train are marked as remote location and each remote location stations have fixed number of reserved seats.  RLWL is allotted when passenger is starting journey from important intermediate station. Tickets with RLWL waiting list has less chances of confirmation since it depends on the cancellations of confirmed tickets corresponding to remote location station. All remote location stations prepare their own chart 2-4 hours before the actual departure of train.

RLGN (Remote Location General Waiting List) - RLGN is alias of RLWL. After booking seats under RLWL quota, on ticket, it is marked as RLGN.

CKWL or TQWL (Tatkal Waiting List): If you are booking your ticket under tatkal Scheme, you get CKWL status when tickets are unreserved. Tatkal tickets directly gets confirmed and doesn’t go through RAC status unlike other quotas It is important to note that GNWL tickets will confirm first and then CKWL. Hence there is a very less chance that a CKWL ticket will be confirmed.

Apart from these  popular waiting list quotas, Indian Railways has defined some other W/L quotas in long journey trains. 

PQWL (Pooled Quota Waiting List) - PQWL is alloted if passenger starts  journey from source station or other intermediate station of train but terminate  journey at some intermediate station before destination station of train. There is a single Pooled Quota for entire run of train which is shared by all small enroute stations and hence it has very less chances of confirmation.

RSWL (Roadside Station Waiting List) - RSWL is allotted when berths or seats are booked by the originating station for journeys up to the road side station only up-to the extent of accommodation earmarked for that Road Side quota. In such cases, distance restriction does not apply while booking. This waiting list has also very less chances of confirmation.

RQWL - (Request Waiting List) - RQWL is allotted if ticket is booked from one intermediate station to another intermediate station and when it is not covered by neither general quota, remote location quota nor pooled quota. A RQWL ticket may get confirmation only when there is a cancellation of confirmed ticket for a passenger travelling from the originating station to that intermediate station.

रेलवे कर्मचारियों को रेल प्रशासन द्वारा मिलने वाली सुविधाएं

1. ऐसे कर्मचारी जिनकी सेवा पाँच साल पूरी नहीं हुई है तो उसे साल में एक Set फ्री पास और चार सेट PTO मिलता हैं. PTO जिसमें एक तिहाई भाड़ा देना होता है। जिन कर्मचारियों की सेवा पाँच साल पूरा हो जाता है तो उन्हें साल में तीन Set फ्री पास और 4 Set PTO मिलता है।

2. रेलवे कर्मचारियों को प्रत्येक वर्ष जुलाई के महीने में 3% का वेतन बृद्धि मिलता है।

3. साल में दो बार, पहली जनवरी और पहली जुलाई को महंगाई भत्ता मिलता है।

4. प्रत्येक दस साल पर वेतन आयोग का गठन द्वारा कर्मचारियों का वेतन पुनर्निरीक्ष कर वेतन बढ़ोतरी किया जाता है।

5. रात्रि ड्यूटी करने वाले कर्मचारियों को Night Duty Allowance मिलता है।

6. यदि कर्मचारी अपने हेडक्वार्टर से बाहर 8 km से ज्यादा दूरी पर ड्यूटी करने जाते है तो उन्हें यात्रा भत्ता मिलता है।

7. यदि कोई ट्रेन दुर्घटना ग्रस्त होती है तो उस समय दुर्घटना स्थल पर काम करने वाले सभी कर्मचारियों & अधिकारियों को यात्रा भत्ता के साथ साथ Diet Allowance भी मिलता है।

8. अपने कार्यकाल के दौरान किसी कर्मचारी की मृत्यु हो जाती है तो उसके एक आश्रित को नौकरी दी जाती है और पत्नी को पेंशन मिलता है।

9. यदि कुछ समय बाद पत्नी की भी मृत्यु हो जाती है तो अविवाहित पुत्री या विधवा पुत्री को भी पेंशन मिलता है।

10. इलाज के लिए रेलवे का अपना Health unit और अस्पताल होता है जिसमें कर्मचारी उसके आश्रित को निशुल्क उपचार होता है।

11. यदि कोई स्टाफ ड्यूटी के दौरान घायल हो जाता है तो तीन महीने तक पूरा वेतन मिलता हैं और साथ साथ निशुल्क उपचार भी होता है।

यदि तीन महीने से ज्यादा उपचार में लगता है तो उसके बाद कर्मचारी का अपना छुट्टी कटता है। परन्तु वेतन मिलते रहता है।

12. कर्मचारियों का बेटा बेटी कहीं बाहर पढ़ाई कर रहे होते हैं तो उन्हें अलग से Educational Pass मिलता है।

13. कर्मचारियों को साल में 10 दिन का आकस्मिक छुट्टी मिलता है जो Avail नहीं करने पर lapse हो जाता है।

14.  साल में 30 दिन का अर्जित अवकाश मिलता हैं जो नहीं लेने पर भी निर्धारित सीमा तक जमा रहता है। इसके अलावा साल में 10 दिन का Sick leave मिलता है जो नहीं लेने पर भी जमा रहता है।

15. महिला कर्मचारी को पहले दो सन्तान के जन्म होने पर प्रत्येक संतान पर मातृत्व अवकाश मिलता हैं और पुरूष कर्मचारी को 15 दिन का पितृत्व अवकाश मिलता है।

16. कर्मचारी के पहले दो संतान को पढ़ाई के लिए चिल्ड्रन एजुकेशन अलाउंस मिलता है

17. यदि दूसरा संतान के समय जुड़वां बच्चे का जन्म होता है तो पहले बच्चे के साथ साथ दोनों जुड़वे बच्चों को भी चिल्ड्रन एजुकेशन अलाउंस मिलेगा। यदि कोई बच्चा दिव्यांग हैं तो उसे दोगुना चिल्ड्रन एजुकेशन अलाउंस मिलता है।

18.  रेलवे कर्मचारी अपने नौकरी के दौरान पहली पत्नी के रहते हुए दूसरा शादी नहीं कर सकता है। परन्तु यदि पहली पत्नी की मृत्यु हो जाती है तो वह दूसरी शादी कर सकता है। ऐसे परिस्थिति में दूसरी पत्नी के भी पहले दो संतान को चिल्ड्रेन एडुकेशन अलाउंस मिलेगा। साथ ही साथ यदि पत्नी रेलवे कर्मचारी है तो पुनः उसे प्रत्येक बच्चे पर मातृत्व अवकाश और पुरूष कर्मचारी को 15 दिन का पितृत्व अवकाश मिलेगा।

19. यदि महिला कर्मचारी के पहले पति का मृत्यु हो जाता है तो वह भी दूसरी शादी कर सकती है। ततपश्चात उसके दूसरे पति को भी वह सारी सुविधाएं मिलेंगी जो पहले पति को मिल रहा था।

20. वैसे कर्मचारी जो 1.2004 के पहले नियुक्त किए गए हैं उन्हें आजीवन पेंशन की सुविधा मिलता है और उनके मृत्युपरान्त उसके विधवा पत्नी को भी पेंशन मिलेगा। विधवा पत्नी के मृत्युपरान्त परिवार में यदि पूर्ण रूप से विकलांग पुत्र, अविवाहित पुत्री या विधवा पुत्री में से किसी एक को पेंशन देने का प्रावधान है।

21. कुछ ऐसे भी कर्मचारी होते हैं जो यूनियन के Office Bearer होते हैं, उन्हें रेलवे के अधिकारियों के साथ मीटिंग हेतु साल में अधिकतम 6 दिन का विशेष अवकाश मिलता है। जैसे - Informal Meeting, PNM आदि।

22. ऐसे कर्मचारी जो खेल कुद में रुचि लेते है और रेलवे के तरफ से खेल प्रतियोगिता में भाग लेते हैं, उन्हें प्रत्येक दिन Second Half में ड्यूटी न करा कर, खेल का अभ्यास करने की छूट दी जाती है। साथ ही इनको जब किसी प्रतियोगिता खेल में भाग लेते है तो विशेष अवकाश का सुविधा मिलता है ।

23. किसी कर्मचारी का अपने कार्य स्थल से कहीं दूसरे जगह स्थानान्तरण किया जाता हैं तो तो उसे परिवार सहित ट्रांसफर पास मिलता हैं, जिसकी वैलिडिटी दो महीने की होती हैं। घर के सामान की ढुलाई के लिए अलग से ट्रांसफर भत्ता मिलता है।

24. प्रत्येक कर्मचारी को रिटायरमेंट के समय गंतब्य स्थान तक जाने के लिए फैमिली पास मिलता हैं जिसका वैलिडिटी तीन महीने तक का होता है। साथ ही साथ घरेलू सामान को भी शिफ्ट करने के लिए अलग से भत्ता मिलता है।

25. सामान्यता कर्मचारी को आठ घंटे प्रतिदिन ड्यूटी करने के बाद सातवाँ दिन Minimum 30 घण्टे का Rest दिया जाता हैं। ऐसे कर्मचारी को Continuous श्रेणी में रखा जाता हैं। जैसे Clerk, SM, GUARD, DRIVER, TC, TTE आदि इस श्रेणी के अंतर्गत आते हैं।

26. कुछ कर्मचारियों की ड्यूटी 12 घण्टे की होती हैं। उन्हें सप्ताह में दो दिन का Rest मिलता हैं। इस तरह के स्टाफ Essential intermittent स्टाफ कहलाते हैं। Gate keeper, Chowkidar आदि इसके अंर्तगत आते हैं।

27. कुछ कर्मचारियों को 6 घण्टे का ड्यूटी बड़े ही सतर्क होकर करना पड़ता हैं। ये ट्रेन के परिचालन नियंत्रण के रूप में काम करते हैं। इनको Intensive Group में रखा गया हैं इन्हें भी साप्ताहिक Rest दिया जाता हैं। जैसे - Controller आदि.

28. कुछ कर्मचारियों जिनका scheduled Rest निश्चित नहीं होता हैं और न ही roaster ड्यूटी होता हैं। इन्हें 24 घण्टे की जिम्मेवारी होती हैं और जब रेलवे को काम की जरूरत होती हैं उस समय इन्हें उपस्थित हो कर काम को निपटाने पड़ते हैं। जैसे- Accident site, Break Down आदि के स्टाफ । इस प्रकार के ड्यूटी के लिए सभी विभागों से स्टाफ Nominate किये जाते हैं। ये Excluded श्रेणी में आते हैं

इसके अलावा भी और कई सारी सुविधाएं कर्मचारियों को समयानुसार मिलते रहता है साथ ही सुविधाएं समयानुसार संसोधित भी होते रहते है।

अग्रदाय राशि (Imprest  Cash)
 
1. प्रत्येक   स्टेशन पर निर्धारित धनराशि अग्रदाय के रुप में दी गयी है।
 
2. इस राशी के रखरखाव व किये गये खर्चों का विधिवत विवरण रजिस्टर मे किया जायेगा।
 
3. सभी किये गये भुगतान के बिलों के अनुरक्षण के लिए एक फाईल रखी जायेगी जिसमें सभी बिल तिथि वार रखे जायेंगे।
 
4. इस राशी का उपयोग साफ सफाई, छोटी मरम्मत एवं केवल उन्ही मदों पर किया जाना चाहिए जो मंडल स्टोर में उपलब्ध नही है।
 
5. सभी बिल माहवार समय पर मंडल कार्यालय को भेजे जाये।
 
6. सफाई या अल्य किसी कार्य के लिए लगाये व्यक्तियों को भुगतान करते
 
7. समय 'न्यूनतम मजदूरी भुगतान तियम' का पालन अवश्य करें।
 

Imprest Cash

(As per  Para No.1050 of Indian Railways Finance Code Volume 1)

  1.  Imprest Cash by Railways is “ An Imprest is standing advance of a fixed sum of money placed at the disposal of an Individual (Officer or Supervisor) to meet the following types of expenditure.

1) Petty Office expenses. 2) Cost of raw materials for the diet of indoor patients of hospitals. 3) Emergent charges which cannot be foreseen. 4) Other petty expenses as per extant delegation in each case. Emergency petty advances may also be made on the responsibility of the imprest holder out of imprest money placed at his disposal.

Note - Other petty expenses up to  Rs. 15,000 /- in each case 

A certificate to be recorded by the procuring official/Imprest holder in the following format:

"I,, am personally satisfied that these goods purchased are of the requisite quality and specification and have been purchased from a reliable supplier at a reasonable price."

1. The amount of an imprest must not be larger than is absolutely necessary. It should be reckoned at the lowest possible figure calculated to suffice for meeting charges of the nature referred to in the preceding paragraph and should be fixed in consultation with the Accounts Officer who will advise as to the appropriate amount of the imprest.

2. Subject to the provisions of the previous paragraph, the General Manager of a railway will have full power to sanction imprests. He may re-delegate his power in this respect to authorities subordinate to him on such conditions as he may think fit to impose. In the case of other offices, the grant of an imprest will require the sanction of the competent authority as decided by Railway Board.

(As per Model SOP, PHOD, HOD, DRM, ADRM,CWM & SAG officers in field units have full powers to sanction the Imprest Cash to the Officers & Supervisors.

3. The number of imprests should not be multiplied unnecessarily. An officer's imprest should meet the needs of every branch of his office. If he has subordinates who require petty sums, he should rather spare a small portion of his own imprest for their use than apply for separate imprest for them, taking acknowledgements from them in the same way as he himself furnishes to the Accounts Officer and retaining them in his office.

4. The responsibility for making proper arrangements for the safe custody of the imprest money rests entirely with the imprest holder and he must at all times be ready to produce the total amount of the imprest in vouchers or in cash.

5. The imprest account should be kept in duplicate, the counterfoil being kept by the imprest holder and the original, supported by the necessary vouchers, forwarded to the Accounts Officer from time to time as the holder of the imprest may require it to be replenished. The account should be closed ordinarily on the 27th of each month and recouped before the end of the month so as to ensure as many of the month's transactions as possible being included in the account. The imprest should be recouped once in a month only.

Important point
  • Finance concurrence is required for fixing the Imprest Cash amount.
  • Imprest Cash amount to be created purely on the need basis.
  • Imprest Cash amount to be reviewed periodically.
  • The amount of an Imprest must not be larger than is absolutely necessary.
  • It should be reckoned at the lowest possible figure calculated to suffice for meeting the office expenses.
  • Total amount of expenditure through Imprest Cash should not be exceeded the Budget grant for the purpose during the year.
  • The Imprest Cash holder may sanction emergent petty advances out of Imprest money placed at his disposal. ( that is Mini Imprest Cash out of Imprest Cash sanctioned to the Officer/ Supervisor)

Selection Procedure of Investigating & Vigilance Inspectors In Railway

Vacancies of Investigating Inspectors in the Railway Board are filled by drafting suitable persons from the different disciplines of Railway working for which purpose a notification is issued and applications are called for. Those recommended by the SDGMs / CVOs are subjected to a written test followed by Vigilance Aptitude and Computer Knowledge Test by a duly constituted Selection Committee. As applicable to Vigilance Inspectors of the Zonal Railways, Investigating Inspectors in the Vigilance Directorate, Railway Board hold their post on a tenure basis, the period of tenure being four years extendable to six years in individual case of special merit.  The Recruitment Rules framed for filling the posts of Investigating Inspectors in the Railways Board clearly lay down the categories of persons who can be considered for appointment as Investigating Inspectors in Railway Board.

Grades applicable to Vigilance Inspectors/ Investigating Inspectors:

The Grades approved by the Pay Commission and accepted by the Government for Vigilance Inspectors / Investigating Inspectors are Level 6 and 7 of Pay Matrix.

820.3 A Written test and a Vigilance Aptitude and Computer Knowledge Test may be conducted as part of selection procedure. The distribution of Marks for selection is stated below:

Candidates who obtain at least 60% marks in the written examination will be called for appearing in the Vigilance Aptitude & Computer Knowledge Test. The above instruction may be followed for selections for the Posts of Vigilance Inspectors in Zonal Railways also.

  SELECTION OF VIGILANCE INSPECTORS IN ZONAL RAILWAYS  

1. In terms of Board’s letter No. E57/VGI-155 dated 01.02.1960, the posts of Vigilance Inspectors are to be treated as ex-cadre post and filled by suitable persons with a flair for Vigilance work. They should be of proven integrity. Vigilance history and reputation of the official should be checked minutely. However, applicants in the following situations can also be considered for the post of Vigilance Inspectors:

(a)     Where a person was issued a major / minor penalty Charge-sheet in a vigilance case but was subsequently exonerated at a later stage in consultation with Vigilance.

(b)     Where a staff who was issued verbal / recorded warning or counseling in a vigilance case.

(c)     Where a staff was issued verbal / recorded warning or counseling in a vigilance case and at a subsequent stage was exonerated in consultation with Vigilance.

2.  Zonal Railways / other units may notify the vacancy circulars for seeking applications from eligible candidates from across Indian Railways for filling the vacancies of Vigilance Inspectors. It may be specified that only those applicants who fulfill the eligibility criteria would be considered and that, on completion of their tenures would be repatriated to their parent cadres on the Railway where they hold lien. Selection of  outside candidates as Vigilance Inspectors on another Railway will be strictly for the period of their tenure and will not entitle them to any rights to further postings / promotions or change of lien to the Railway/Unit where they are selected as Vigilance Inspectors.

3. If the Zonal Railway/Unit is unable to fill up the vacancies of Vigilance Inspectors as a result of inadequate response in two successive notifications, SDGMs/CVOs may request the PHODs from the departments concerned to give a list of three eligible candidates to be considered for filling up of vacancy of a Vigilance Inspector. Posting of Vigilance Inspector in the Vigilance Organization of the Zonal Railway will be made out of these names recommended by the PHOD with the approval of the General Manager. It must be ensured that the official recommended should have proven integrity and a good record of service with adequate experience in the particular department.

4. Similarly in case of two failed attempts for selection of investigating Inspector (Vig.) in Railway Board, a panel of volunteers may be sought from SDGMs and appointment of Investigating Inspector (Vig.) in Railway Board may be done from this panel by Railway Board

5 The normal establishment rules applicable to regular selection posts need not be applied in the case of selection of Vigilance Inspectors, but the panel so drawn, is to be approved by the Chief Vigilance Officer of the Railway/PU personally. For filling up of a vacancy of a Vigilance Inspector, the normal procedure of considering candidates from the respective departments (e.g. Civil Engineering, Traffic, Stores, Electrical, S&T, Mechanical Engineering, Personnel, Accounts etc.) should be followed. Along with these candidates, the Vigilance Inspectors of the particular discipline already working in the lower grade in the Vigilance Organisation may also be considered provided they are eligible on the basis of their grade in their own cadre in their department.

6 It is also necessary for the SDGM as Chief Vigilance Officer to keep a constant watch over the work of Inspectors so that the staff who have not met the grade or who are otherwise considered unsuitable for continuing in the Vigilance Organisation are repatriated to their parent departments at the earliest possible stage. In any case, the performance of each Inspector should be reviewed a little before he completes two years in the Vigilance Organisation and thereafter further extension and tenure, if warranted, should be made only on a year to year basis with a similar review before every such extension is decided upon. Such a review and extension should be subject to the personal approval of the SDGM as the Chief Vigilance Officer.

7 At the time of initial appointment of any person as the member of the investigating staff of the Vigilance Organisation, it should be made clear to that person that the posting in the Vigilance Organisation is on a purely temporary basis and that the Railway Administration has a right to repatriate the person at any time and without assigning any reason even if he has not completed initial period of tenure or extension, if any, granted thereto. It is necessary that the order of appointment or the order of posting to the Vigilance Organisation as also any other communication to the person concerned in this connection, is so worded that no staff will have or can claim a legal right to continue in a post in the Vigilance Organisation either indefinitely or for a specific period.

 With a view to optimise the utilisation of available accommodation in train, a scheme to upgrade full-fare paying passengers to the higher class without any extra charge against the available vacant accommodation is available in almost Mail / Express trains.

• The passengers are required to give the option for being considered for upgradation. If no option is given at the time of filling up of requisition form, the same is treated as 'yes' and passenger(s) can be considered for upgradation.

• The passengers for upgradation are selected automatically (except in cases where the passenger has shown his unwillingness to be upgraded) on random basis by the System at the time of preparation of reservation charts.

• In case there are not enough eligible confirmed passengers who have opted for upgradation. RAC/Waiting list passengers can be upgraded irrespective of the choice given by them.

• All the passengers on a ticket are upgraded together.

• It is not done for block booking transactions.

• If a passenger, who has been upgraded, cancels his ticket, cancellation charges of the original class only are payable. It Is advisable to avail the facility (by exercising the option In the affirmative) and always to check the status (coach/ berth numbers) before boarding the train.

With a view to provide confirmed accommodation to waitlisted passengers and also to ensure optimal utilisation of available accommodation, Alternate Train Accommodation Scheme (ATAS) known as 'VIKALP' has been introduced in all Mail/Express trains.

In this Scheme wait listed passenger has to give an option at the time of booking of ticket & those passenger subject to availability of vacant accommodation. Broad features of the scheme are as under:-

1• The passengers can exercise the option for getting shifted to a train upto 72 hours of scheduled departure of original train in which waitlisted ticket was booked.

2• All the passengers booked under the scheme are given an option for getting alternate accommodation irrespective of the fact whether the boarding / destination station of the passenger are originating / terminating / roadside station.

3• No extra charges are taken from passenger or any refund is provided for difference of fare.

4• Only those VIKALP opted passengers who remain fully Waitlisted after charting are considered for allotment in the alternate train.

5• Either all passengers of a PNR or none is transferred to alternate train in same class. The passenger can be considered for shifting to a train leaving from any station amongst the duster of stations defined by Railways based on the convenience of the passengers to a station serving the destination station on the same analogy.

6• Waitlisted passengers of original train are not allowed to board the original train if allotted alternate accommodation.

7• Passengers once provided alternate accommodation in alternate train are treated as normal passengers in alternate train and are eligible for up gradation.

8• When a VIKALP opted passenger opts to cancel, after he / she has been given an alternate accommodation, he/she is treated as a CONFIRMED passenger and the cancellation rules will apply accordingly.

9• No refund for difference of fare between the original train and the alternate train, including Tatkal charges, if any, is given to re-allocated passengers or realisted from them.

10• Once a VIKALP passenger has been allotted alternate accommodation, journey modification is not permitted.

11• When a passenger who has been allotted alternate accommodation has not performed his journey in the alternate train, he can claim for refunds by filing a TDR request.

KNOW ABOUT - JOINING TIME RULE AT INDIAN RAILWAY

Joining Time Rules

  1.  1101. Extent of application. --Joining Time shall be granted to a Railway servant on transfer in public interest to enable him to join the new post either at the same or a new station.
  2. On temporary transfer. --No joining time is admissible in the case of temporary transfer for a period not exceeding 180 days. Actual transit time as in the case of journey on tour shall only be allowed. ,
  3. On discharge for taking appointment at another station. --Railway servants who are discharged due to reduction of establishment from one Railway Office and posted to another Railway Office, shall be entitled to joining time, if the orders of appointment to the new pos t are received by them while working in the old post. If they are appointed to the new post after being discharged from the old post, the period of break may be converted into joining time with- out pay by the Head of Department provided that the break does not exceed 30 days and the Railway servant has rendered not less than 3 years continuous service on the date of discharge.
  4. On first appointment.--For appointment to posts under the Railways on the results of a competitive examination and/ or interview open to railway servants and others.- Railway servants and permanent/provisionally permanent Central and State Government employees will be entitled to joining time under these rules. Temporary Railway employees who have not completed 3 years or regular continuous service, though entitled to joining time, would not be entitled to joining time pay.
  5. Commencement of joining time.-- The joining time shall commence from the 1ate of relinquishment of charge of the old post if the charge is made over in the forenoon or the  following date, if the charge is made over in the afternoon.
  6. Time and place from which joining time calculated.--The joining time shall be calculated from old headquarters in all cases including where a Railway servant receives his transfer orders or makes over charge of the old post in a place other than his old headquarters or where the headquarters of a railway servant while on tour is changed to the tour station itself or where his temporary transfer is converted into permanent transfer.
  7. Amount of joining time admissible.--Not more than one day's joining time shall be allowed to a Railway servant to join a new post within the same 'station or which does not involve change of residence from one station to another.

Note.-For this purpose, the term same station will be interpreted to mean the area falling within the jurisdiction of the municipality or corporation including such of suburban municipalities, notified areas or cantonments as are continuous to the named ml1nicipality etc.

  1. Joining time on transfer.--In the cases involving transfer from one station to another and also involving change of residence, the Railway servant shall be allowed joining time with reference to the distance between the old headquarters and the new headquarters by direct route and ordinary mode(s) of travel as indicated in the following schedule. When holiday(s) follow(s) journey time the normal joining time may be deemed to have been extended to over such holidays.

 Note.-Distance means actual distance and not weighted mileage for which fare is charged by the Railway in certain ghat/hill sections.

  1. Extension of joining time.-Extension of joining time beyond the limits indicated in para 1108 above, can be granted upto the maximum limit  of 30 days by the Head of Departments and on Divisions, by Divisional Railway Managers in the case of Group C and Group D staff and beyond 30 days by the Ministry of Railways, the guiding principle being that the total period of joining time should be approximately equal to 8 days for preparation plus reasonable transit time plus holidays, if any, following the extended joining time. While computing the transit time, allowance could be made for the time unavoidably Spent due to disruption of transport arrangement caused by strike or natural calamities, or the period spent awaiting the departure of steamer etc.
  2. Crediting leave account with unutilised joining time.-when a Railway servant joins the new post without  availing of the full joining time, the number of days of joining time as admissible under these rules subject to the maximum of 15 days, reduced by the number or days actually availed of, shall be credited to his leave account as leave on average pay. The credit of the joining time to the leave account will be subject to the usual restriction on accumulation of leave on Average Pay in the leave account. No special Casual Leave in lieu of  joining time will be admissible.
  3. Combination with vacation.--Joining time may be combined with vacation and/or regular leave of any kind or duration except casual leave.
  4. When transfer orders are modified.--If a railway servant in transit on transfer is directed to proceed to a place different from that indicated in the initial transfer orders, he shall be entitled to joining time already availed of upto the date of receipt of revised orders plus fresh spell of full joining time from the date following the date of receipt of the revised orders. The fresh spell of joining time in such cases shall be calculated from the place at which he received revised orders as if he is transferred from that place.
  5. Joining Time Pay and Allowances.--A railway servant on joining time shall be regarded as on duty during that period and shall be entitled to be paid joining time pay equal to the pay which was drawn before relinquishment of charge in the old post. He shall be entitled to Dearness Allowance, if any, appropriate to the joining time pay, compensatory allowances like City Compensatory Allowance, House Rent Allowance as applicable to the old station from which he was transferred, but not conveyance allowance or permanent travelling allowance.
  6. On deputation outside Railways.--When a Railway Servant to whom these rules apply, is transferred to the control of Central Government/Defence Services or organisation which has made separate rules prescribing amount of joining time, his joining time for the journey to join his post under that Government/organisation and for the return journey will be governed by those rules, unless different provisions are expressly made in the terms of deputation/foreign service by mutual agreement between the lending and borrowing authorities.
  7. On deputation to Railways.--The joining time of Central Government employees Armed Forces personnel and those paid from Defence Services estimates, and the employees of State Government or any other organisation, who are appointed to Railway services and post under the Railways on deputation or on foreign service basis, shall, for joining the Railways and for the return Journey, be regulated in accordance with these rules, unless different provisions are expressly made in their respective terms of deputation/foreign service by mutual agreement between the lending and borrowing authorities.

KNOW ABOUT - PNR, PNR STATUS & INFORMATION ON RESERVATION

What is PNR status

PNR is short name for 'Passenger Name Record'. It is a record in the database of Indian Railways computer reservation system (IR-CRS) against which journey details for a passenger, or a group of passengers are saved.

To be specific, when a reserved railway ticket is booked for a train in Indian Railways, all the details of passengers are stored in relational database of centralized reservation system. These details are associated with a unique ten digit number. This reference number is called PNR and it is printed on the ticket.

Passenger's personal information like name, age, gender etc. is saved in the database against this reference number. It includes columns to store booking status and current status of the ticket.

As we know every train has limited number of seats, sometime one may not get a confirmed reserved ticket. Booking status of such waitlist (W/L) ticket changes when there is any availability of reserved seats due to cancellation. This new current reservation status is generally known as PNR status.

Where to find PNR number on ticket?

PNR number is generally printed at the top left corner of the printed tickets (tickets that are taken from railway station booking window). In case of the E – Ticket (tickets that are booked online or through IRCTC website), it is mentioned at top in separate cell.

Final reservation chart is generally prepared before two or three hours of train departure time. This chart is pasted on notice board of railway station platforms.

Types of Indian Railways Tickets

E-Tickets E-Ticket or Electronic Ticket is only booked through IRCTC website. One can take print out of booked ticket and show it to the TTE with relevant passenger ID.

i-Tickets Tickets booked at railway reservation counter are of type i-Ticket. It can also be booked at IRCTC website and usually gets delivered through courier at your doorstep.

प्वाइंटसमेन की ड्यूटी लिस्ट ( list of Pointsman Duty)

1. ऑन ड्यूटी स्टेशन मास्टर के अधीन सभी कार्य एंव बताये गये सभी निर्देशों का पालन करना। 2. सभी प्रकार के शंटिंग कार्य निस्पादित करना। 3. रोड साइड स्टेशनो पर ट्रेन के लोको पायलट एवं गार्ड के लाईन बाक्स को उतारना एवं चढाना। 4. आउट रिपोर्ट, कॉशन आर्डर एवं अन्य मेमो को देना। 5. स्टेशन के सभी रिकार्ड को सुरक्षित एवं सुसज्जित करना। 6. प्वाइन्ट मे बैलास्ट एवं गेट पर चक रेल को साफ करना। 7. संरक्षा उपकरण की साफ-सफाई एवं स्टेशन कार्यालय में स्टेशन मास्टर की सहायता करना।

8. ऑफ साइड से, आती हुई गाडी को ऑल राइट सिग्नल का आदान प्रदान करके एल वी / टेल बोर्ड को देखना।

9. असामान्य परिस्थितियो मे गेट क्रेंक हेन्डल, प्वाइन्ट क्रेंक हेन्डल एवं गाडियो को पायलट करना। 10. ट्रेन इनटेक्ट एवं शंटिंग आर्डर पर गार्ड से हस्ताक्षर कराना। 11. पैसेन्जर ट्रेन से कैश बैग एवं अन्य पार्सल / लैगेज, न्यूज पेपर आदि हेतु ब्रेक वान अटैन्ड करना। 12. बिना चार्ज दिये कार्य मुक्त नही होना, चार्ज पूर्णतः फिजीकली देना। 13. ट्रेक सर्किट, सिग्नल, ब्लाक उपकरण खराव होने पर विशेष डयूटी एवं लगातार सतत्‌ एवं सजग रहना। 14. ऑन ड्यूटि स्टेशन मास्टर द्वारा नामित डयूटी भी डयूटी लिस्ट में शामिल किये जायेंगे। 15. ब्लॉक के दौरान आइसोलेटर को खोलना एवं बंद करना। 16. घायल यात्रियो की सहायता हेतु विशेष डयूटी नामित 17. ड्यूटी के दौरान प्वाइन्ट फ्लैसिंग के मामले में तुरन्त प्वाइन्ट पर जाना। 18. ट्रेक ड्रॉप के मामले में रेल पथ का फिजिकली निरीक्षण करना की रेल फैक्चर तो नही है। 19. लोड स्टेवल के दौरान गुटके एवं जंजीर बांधना, ब्रेक कसने एवं खोलने मे गार्ड एवं लोको पायलट की सहायता करना। 20. टी. आई द्वारा काउन्सिलिंग में साइट पर जा कर केक हैन्डल, आइसोलेटर, गेट केक हैन्डल आदि का प्रशिक्षण लेना एवं स्वयं संचालित करके देखना। 21. प्वाइन्ट डिसकनेक्शन के दौरान प्वाइन्ट पर सजग रहना एवं आवश्यकता अनुसार प्वाइन्ट क्लेम्प करना एवं खोलना।
