Ministry of Railways (Railway Board) have decided to constitute a Committee to examine issues relating to Supervisory Categories.
1.1 The Committee will consist of the following:-
i. EDPC, Railway Board ....... Convener
ii. EDE(GC), Railway Board. ..... Member
III.EDE(N),Railway Board Member. ..... Member
iv. EDCE(G), Railway Board ..... Member
v. EDF(E), Railway Board ..... Member
2. The Terms of Reference of the Committee would be as under: -
a. To study the issue of stagnation at L-7 and to suggest modalities to improve promotion prospects for all Supervisory category.
b. To study implications and suggest modalities for allotting Group B status to Supervisors upgraded to Level-8 vide RBE 155/2022.
c. To study implications and suggest modalities for aligning the classification policy of Ministry of Railways with DOP&T.
3. The Committee shall submit its report within six (6) weeks from the date of constitution. The committee should take the views of the stakeholders for its consideration before finalizing its recommendations.
4. The Headquarters of the Committee will be at New Delhi.
5. PC-VII Branch, Railway Board will be the Nodal Branch for functioning of the Committee. Therefore, submission of report of the Committee for consideration of Railway Board, implementation of its recommendations and all related issues including Parliament Questions, RTI cases and other formalities with regard to the Committee, shall be dealt with by PC-VII Branch, Railway Board. The Nodal Branch will also make sure to email a soft copy of the Committee's report to the ERB-I Branch at committee.mor@rb.railnet.gov.in.
6. The Convener and Members of the Committee will draw TA/DA as per extant rules.

Attention is invited to Board’s letter No. Railway Board’s letter No. E(NG)I/PM1/12 dated 20.06.2023(RBE No. 80/2023) wherein instructions were issued for conducting General Departmental Competitive Examination(GDCE) for filling up of 25% of the Direct Recruitment Quota Vacancies.
One of the Zonal Railways has raised a doubt as to whether 02 years’ minimum service condition is required for serving Railway employees for appearing in GDCE Examination. It has also been observed that different Railways are following different minimum service condition in this round of GDCE.
The issue of prescribing any minimum residency period to become eligible for future GDCEs is still under deliberation in this office. However, on the basis of precedence and practice followed all along by most Railways in terms of the instructions of RBE 129/93, it is clarified that while reiterating that regular employees are eligible, no minimum service condition has now been prescribed for appearing in this round of GDCE examination. Zonal Railways who have already advertised the 02 years service to be eligible for GDCE, are also advised to issue corrigendums to remove the 2 year restriction and re-invite applications giving a reasonable time to the employees who may have been excluded earlier on this account to apply and then scrutinize the same and finalize their list of eligibles.
Zonal Railways may please ensure that this fresh process should be completed in a time bound manner of not later than one month.

Sub : Auto credit of leave into leave account of employees and verification thereof.
The leave module of HRMS was launched w.e.f. 01.08.2023. To streamline the leave management function, and to ensure updation of leave ledger of all the employees in a dynamic manner, the following process is being implemented :-
(i) LAP, LHAP due for the employee as on 1″ January of 2024 will be tentatively proposed to be credited to the leave account of the employee subject to verification of details of each employee by the concerned leave admins.
(ii) Actual credit of leave to the leave account of each employee will be done after verification of the details (such as unauthorised absence, superannuation, category of the employee etc) by the concerned leave admin unit.
(iii) This process of manual verification is an interim measure pending launch of related modules such as Cadre Management, D&A module etc.
(iv) Post verification, leave due will be credited to the respective leave account on 31st December, 2023 through dynamic updation.
(v) In respect of cases where verification is pending, leave will not be automatically credited to the account of each employee.
(vi) In respect of CL and RH due for the year 2024, same procedure will be applicable. However, in order to facilitate employees to avail their CL and RH for 2024 from the last week of December, 2023 itself, the process of crediting will be done w.e.f. 20.12.2023 subject to verification.
3. Detailed guidelines for the aforesaid procedure is available in the HRMS website.
4. It was requested vide Board’s communication dated 01.08.2023 and 23.11.2023 to complete the verification of the initial leave balance of all employees by 31.12.2023. It is observed that the process is still not moving at the desired pace.
5. Keeping in view the urgency of the matter all the leave admins may kindly be instructed to complete the verification process in respect of LAP & LHAP before 24.12.2023 and for CL and RH by 19.12.2023.

Sub : Launch of Leave Encashment sub module of Leave Module in HRMS.
Leave Encashment functionality of Leave Management module of HRMS has been developed and will be available to all the IR HRMS users w.e.f. 11.12.2023. A detailed user manual regarding the leave encashment module is enclosed as Annexure-A and uploaded in the HRMS portal.
2. The following points related to leave encashment function in HRMS may be noted:
(i) The leave encashment module facilitates linking the pass details and leave details from the respective modules and cross validating the details through HRMS itself.
(ii) The previous leave encashment availed needs to be declared and will have to be sent to leave clerk for verification.
(iii) The module includes deduction of leave from the leave balance on sanction and provides for record updation block year wise for future- i.e. post launch of leave encashment.
(iv) There will be no change in the rules regarding availing of sanctioning of Leave Encashment.
v) After the launch of the leave encashment module i.e. w.e.f. 11.12.2023, all leave encashment applications has to be processed through HRMS only. Physical processing of new leave encashment applications shall be stopped w.e.f. 11.12.2023.
(vi) Encashment applications already submitted by employees in physical form and pending for processing shall be processed as per the existing procedure till 11.12.2023 and llpending old physical forms and online applications thereafter, shall processed only through HRMS from 11.12.2023.
(vii) Till the development of salary module and linking leave module with IPAS are still underway, sending for payment processing will be done manually as per current practice.
(viii) HRMS help desk may please ensure necessary guidance to all employees facilitating them to apply through HRMS module for availing leave encashment.
2. ‘It is once again reiterated that all facilities are to be provided to ensure that leave module, including leave encashment, is accessible, easy and comfortable to all employees.

पदोन्नति संबंधी परीक्षाओं में बेंचमार्क विकलांग अभ्यर्थियों के लिए चयन/योग्यता के मानकों में छूट बढ़ाने के संबंध में अभ्यावेदन प्राप्त किए गए हैं। इस संबंध में आपका ध्यान कार्मिक एवं प्रशिक्षण विभाग के दिनांक 17.05.2022 के पूर्वोक्त निर्देशों के पैरा 8.1 एवं 8.2 की ओर आकृष्ट किया जाता है जो चयन में मानकों पर छूट देते है।
उपरोक्त उपबंधों में यह निर्धारित किया गया है कि मानकों पर छूट केवल तभी प्रदान की जाएगी जब निर्धारित मानकों के आधार पर पर्याप्त बेंचमार्क विकलांग अभ्यर्थी उपलब्ध नहीं हो। बहरहाल, दी जाने वाली अपेक्षित छूट की सीमा निर्देशों में इंगित नहीं की गई हैं।
मामले की जांच कार्मिक एवं प्रशिक्षण विभाग के परामर्श से की गई है एवं इस संबंध में स्पष्टीकरण निम्नानुसार है
“यदि अनुसूचित जाति/अनुसूचित जनजाति कोटि से संबंधित उम्मीदवारों के संबंध में विशिष्ट सीमित विभागीय परीक्षा/विभागीय परीक्षा के लिए किसी प्रकार की छूट की सीमा का निर्णय लिया गया है, जहां अनुसूचित जाति/अनुसूचित जनजाति कोटियों से संबंधित उम्मीदवारों की पर्याप्त सं. (इन कोटियों के लिए निर्धारित रिक्तियों के अनुएसार) सामान्य प्रक्रिया में परीक्षा उत्तीर्ण नहीं करती है, तो उन मामलों में छूट की सीमा ऐसे बेंचमार्क विकलांग अभ्यर्थी कोटि से संबंधित उम्मीदवारों के लिए बढ़ाई जा सकती है, जो अनुसूचित जाति/अनुसूचित जनजाति कोटि से संबंधित नहीं है। अगर बेंचमार्क विकलांग अभ्यर्थी कोटि का उम्मीदवार अनुसूचित जाति/अनुसूचित जनजाति कोटि से भी है, तब वे या तो अनुसूचित जाति/अनुसूचित जनजाति कोटि या तो बेंचमार्क विकलांग अभ्यर्थी कोटि के उम्मीदवार के रूप में विभागीय परीक्षा के लिए मानक की छूट दी जाएगी न की दोनों में।”

Sub: Reservation in Promotion to Persons with Benchmark Disabilities (PwBD).- Clarifications regarding.
Attention is invited to Board’s letter of even number dated 01.07.2022 (RBE . No.74/2022) along with DoP&T’s O.M. No. 36012/1/2020-Estt.(Res.-II dated 17.05.2022 whereby detailed guidelines were issued for providing reservation in promotions to Persons with Benchmark Disabilities.
2. Representations have been received on the subject of extent of relaxation of standards of selection/suitability for PwBD candidates in the promotional exams. Attention in this regard is drawn to Para 8.1 and 8.2 of DoP&T’s instructions dated 17.05.2022 ibid which provides for relaxation of standards in selections.
3. It is stipulated in the aforesaid provisions that relaxed standards are to be adopted only in case sufficient PwBD candidates are not available on the basis of prescribed standards. However, the extent of relaxation required to be given has not been indicated in the instructions. The matter has been examined in consultation with DoP&T and clarification in this regard is as under:-
“If any extent of relaxation has been decided for a particular Limited Departmental Examination/Departmental Examination in respect of candidates belonging to SC/ST category, where sufficient number of candidates belonging to SC/ST categories (as per vacancies earmarked for these categories) do not qualify the examination in the normal course, same extent of relaxation can be extended to candidates belonging to those PWBD category, who do not belong to SC/ST category. In case the candidates belonging to PwBD category also belong to SC/ST category, they would be eligible to be considered either as a SC/ST category or PwBD candidate for seeking relaxation of standard for Departmental Examination but not both.”

Sub: Posting of husband and wife at the same station.
In view of the utmost importance attached to the enhancement of women's status in all walks of life and to enable them to lead a normal family life as also to ensure the education and welfare of the children, the instructions regarding posting of husband and wife at the same station were issued vide Ministry of Railway's letter No. E(NG)II/71rrR/14 dated 01.10.71, as reiterated in" letter No.E(NG)I-86/TR/14 dated 06/01/88. Pursuant to a recommendation of the 5th CPC, the scope of these instructions was further widened and detailed guidelines were issued vide this Ministry's letter No.E(NG)I-97/TR/28 dated 05.11.97 in a consolidated form.
2.In the context of·the need "to make Concerted efforts to increase representation of women in Central Government jobs, these guidelines have been reviewed to see whether the instructions could be made mandatory. It has been decided vide Deptt. of Personnel &
3.The guidelines, as framed by DOP & T in view of the 6th CPC, have been examined in this Ministry and it has been decided to adopt these with certain modifications. Accordingly provisions of guidelines issued under Board's letter dated 5.11.97 ibid have been modified as under :-
a.Where both the spouses are railway employees and belong to the same seniority units:
The husband & wife, if working in the same Department and if the required level of post is available, should invariably be posted together in order to enable them to lead a normal family life and look after the welfare of their children especially till the children attain 18 years of age. This will not apply on appointment under the Central Staffing Scheme. Where only wife is a Government servant, the above concessions shall be applicable to the Govt. servant. Hence both the railway servants may be posted at the same station/place ensuring that one of them does not work as subordinate to the other.
b. Where both the spouses are railway servants but belong to different seniority units.
Efforts may be made to pqst both the railway servants at the station where posts at appropriate level exist in the respective seniority units failing which requests for change of the category may be considered sympathetically keeping in view all other relevant rules in the matter,
c. Where one of the spouses is a railway servant and the other belongs to All India Service or another Central Service.
The Railway servant should be posted 'at station/place in the Railway/Division/PU in whose territorial jurisdiction the place/state of posting of his/her spouse falls or as close to it as possible if there is no Railway Organization/post at the place/state of posting of the spouse.
d. Where one of the spouses is a railway servant and the other belongs to a state service; ,
The Railway servant should be posted at the station/place in the Railway/Division/PU in whose territorial jurisdiction the place/state of posting of his/her spouse falls. If it is not possible, if a requesUrom the railway servant to the Controlling Authority of the spouse for his/her posting at the place of posting 6f"the railway servant is received the same may be forwarded to the concerned authority for sympathetic consideration,
The railway servant may apply to- the controlling Authority for a posting . at the place of posting of his/her spouse which may be considered favorably by the competent authority. If no post is available for posting of the railway servant at the place of posting of the spouse he/she may be posted to a place closer to the place of posting of the spouse. If this also is not possible application form the railway servant for posting of the spouse who is working in the Central/ State/Public Sector Undertaking may be forwarded" to the controlling authority of the spouse of his/her posting at or near the place of the railway servant.
4, Complaints are sometimes received that even if posts are available in the station of posting of the spouse, the administrative authorities do not accommodate the employees citing administrative reasons, In all such Cases, the cadre controlling authority should strive to post the employee at the station of spouse and in case of inability to do so, specific reasons, therefor, may be communicated to the employee.
6.While all out efforts may be made to post the husband and wife at the same station, instructions issued by the Board from time to time in regard to request transfers/change of category should be followed in all such cases. A separate register may be maintained at each Divisional and Zonal headquarters of the Railways for registering requests for transfers from railway servants for posting at the place of posting of their spouses, which may be reviewed from time to time, by competent authority.

Sub: General Departmental Competitive Examination - prescribing minimum service conditions for serving railway employees reg.
One of the Zonal Railways has inter-alio raised the following issues with regard to the extant instructions / procedures regarding filling up vacancies through the GDCE scheme, and has proposed far prescribing certain minimum residency period of say 5 years for appearing in the GDCE
(i) In the event of the selection and sparing of staff to the selected pests, fresh vacancies are created within 3 to 4 years of joining of the incumbent to that post In such situation the purpose for which the employee was imparted induction training at the time of appointment, gets defeated and expenditure borne by railway for imparting such training also goes in vain. Moreover, it has also became difficult to fill the posts, vacated by the incumbents due to their selections under GDCE, from open market till the next recruitment cycle is completed
(ii) Further. all the-newly recruited staff are current and updated so far as pattern and knowledge of competitive exam is concerned and as such, they get undue advantage over the existing employees having rendered longer period of service in the system. Hence. it is desirable to provide a level playing field to all the staff. The issue raised by SECR is under examination in Board's office_ It is requested that your railway's comments an the issue may please be furnished to enable a considered decision being taken in the matter.

Sub: Discontinuation of printing of reservation charts.

Pasting of reservation charts on reserved coaches of trains was discontinued as per instructions issued vide Commercial Circular no. 44 of 2018. Further, zonal Railways were also advised to stop displaying physical reservation charts at those platforms where electronic charts were being displayed.
2. Recently, a reference has been received from one of the Zonal Railways advising that with the proliferation of Hand Held Terminals (HHT), the utility of printing reservation charts has reduced drastically. It has, therefore, been suggested that the activity of printing reservation charts may be dispensed with barring few exceptions.
3. The matter has been examined in this office and it has been decided as under:- i. At those locations where HHTs have been provided, zonal Railways shall be competent to take a decision regarding necessity of printing of first reservation charts to be provided to onboard ticket checking staff. ii. Zonal Railways may continue to print second reservation charts. if necessary. iii. Further, in case printing is deemed necessary the Railways should also examine the feasibility of printing only single copy of reservation chart and the record copy to be saved in digital form.

Sub: Updation of Leave Balance of Railway Employees.
This is to inform that development of Leave Module of HRMS has been completed and tentatively scheduled to be launched in the month of July, 2023.
2. It may be appreciated that Leave Module is also one of the modules having effect on the day to day working of the employees and which is going to be accessed by thousands of employees. Further, Leave module is connected with cycles attached with the leave which happens twice in a year i.e. the regular leave such as LAP and LHAP are credited to the accounts of every employee on first January as well as first July. In order to ensure successful launch of the module, it is required to upload the vetted and updated leave balance of each employee as on first July, 2023 into the respective HRMS IDs as one time measure and thereafter the entire process of leave and updation of leave accounts will be done in a dynamic manner through HRMS system.
3. Therefore, Personnel and Accounts department of the Railways are requested to complete the vetting and updation of leave accounts of each employee at the earliest so that the same can be uploaded instantly once the formal launch of Leave Module of HRMS is carried out. 4. Ref: (i). Northern Railway’s letter No. 98-G/ Model SOP/RB/Corrs/2011-23 dated 21.04.2023 (ii). Board’s letters of even number dated 09.01.2016, 25.08.2020 and 27.05.2022 & (iii) Board’s letter No. 2017/Trans/01 Poles, dated 09.01.2018.
In terms of Board’s letter of even number dated 09.11.2016, DRM/’Ferozpur Division/NR was delegated powers of sanctioning to & fro air travel from Amritsar: Jammu – Srinagar, in connection with USBRL Project for all branch officers working under his administrative control, with personal concurrence of Sr. DFM/FZR, for the period of 02 years w.e.f. 09.11.2016 under certain terms & conditions.
Subsequently, vide Board’s letter No.2017/Trans/01/Policy, dated 09.01.2018, these powers to DRM/Ferozpur were extended for sanctioning air travel in r/o all officers working under the administrative control of DRM Ferozpur including Junior and Senior Scale officers. It was also approved to include journeys between Chandigarh and Srinagar under this delegation of powers. This was agreed to as a special case for a period upto 09.01.2020. Further, these delegations were extended from time to time, the last being up to 31.03.2023 with the approval of Board (MF, CRB & CEO) vide Board’s letter of even number dated 27.05.2022.
Now, it has been decided with the approval of Board (MF, CRB & CEQ) that these delegations may further be extended till 31.03.2024 beyond 31.03.2023 or till the completion of the USBRL project, whichever is earlier. The other terms & conditions/instructions issued vide above referred letters dated 09.01.2016, 09.01,2018, 25.08.2020 & 27.05.2022 will remain unchanged.

Sub: Reimbursement of Children Education Allowance (CEA) to Railway servants having Divyang Children-reg.
Attention is invited to Board’s letter of even no. dated 13.08.2018 whereby Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) OM No. A-27012/02/2017-Estt.(AL) dated 16/17.07.2018 containing consolidated instructions on the subject of CEA & Hostel Subsidy to Government servants, was circulated on the Railways for information and necessary action. OM dated 16/17.07.2018 aforesaid, also contained provisions for CEA and Hostel Subsidy to Divyang Children of Government servants.
2. Now, Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) vide OM NO. A-27012/01/2022-Estt.(AL) dated 17.02.2023 (copy enclosed) have issued further instructions on the subject expanding the scope of CEA to those Divyang Children also who are unable to attend school physically. Instructions in the enclosed OM dated 17.02.2023 shall apply mutatis-mutandis to Railway employees with effect from 17.02.2023.

Sub: Creation of non-gazetted revenue posts (crew only) on Railways.
In terms of Board’s letter No. 2015-B-235 dated 10.9.2020 vide which O.M. dated 04.9.2020 of Ministry of Finance was circulated on Indian Railways, there is a ban on creation of new posts except with the approval of Department of Expenditure.
In view of the difficulties being faced by the Zonal Railways in undertaking crew rationalization and creation of non-gazetted revenue posts arising out of the crew review exercise. Ministry of Finance was approached for seeking exemption from the above mentioned provision of OM dated 04.9.2020.
Ministry of Finance, keeping in view the requirement of Railways for delegation of powers to undertake crew rationalization and create non-gazetted revenue posts necessitated by crew review exercise, have, in relaxation of their O.M. dated 04.09.2020 delegated powers to Railways to create non-gazetted revenue posts (crew only) as part of the crew review exercise.
Accordingly, Zonal railways are hereby delegated the powers for creation of non-gazetted revenue posts (crew only) if any, which is necessitated by crew review exercise in consultation with Zonal Finance.
Clarifications required , if any, arising out of this delegation may be addressed to Manpower Planning Directorate of this Ministry.

CIRCULAR
Sub: Availability of Visitor Pass in SWAGATAM portal.
At present, the Ministry of Home Affairs’ (MHA) Reception Cell at Ground Floor in Rail Bhawan issues daily visitor passes after getting telephonic confirmation of the visitors’ identity from the concerned officers (JD/DS & above) or their personal staff, feeding in the visitor details into the SWAGATAM portal (https://swagatam.gov.in -developed by MHA), taking the visitors’ photographs and then issuing the entry passes. All these activities consume precious time and necessitates queueing up of people at the Reception counter.

Sub - Upper age limit for appearing Departmental selection for the post of Publicity Inspector in GP Rs.4200/Level-5.

Attention is invited to Board's letter of even number dated 14.11.2022 (RBE No. 151/2022), wherein mentioning instructions issued vide RBE No. 89/1989, it had been clarified that Level-I employees (erstwhile Group 'D'), who are now classified as Group 'C, are also eligible for the selection to the post of Publicity Inspector in Level-5.
One of the Zonal Railways has raised doubt as to whether the upper age limit along with relaxation for SC/ST employees as indicated vide RBE No. 131/97 still holds good or otherwise. The matter has been examined , and it is clarified that upper age limit of eligible employees for selection to the post of Publicity Inspector in Level-5 is 40 years which is relaxable by 5 years in the case of SC/ST employees as provided in RBE No. 131/97, which still holds good.

Sub:- Comprehensive Transfer Policy guidelines for tenure posting in Railway Board, RDSO, etc. – simplification req.
Transfer/posting of Railway officers is presently governed by the Comprehensive Transfer Policy for Railway Officers, issued vide Board’s letters No. E(O)III/2014/PL/05 dated 31.08.2015 and 12.12.2018 r/w letters of even number dated 25.10.2018, 30.11.2018 & 17.12.2018.
2. After considering the issue to start the online Portal for inviting the applications for posting in Railway Board, RDSO and CTIs on tenure basis, it has been decided with the approval of the Competent Authority, to adopt the following procedure henceforth in this regard:-
- Applications for postings in Railway Board, RDSO and CTIs, will be submitted on HRMS portal through the link, named “Willingness for --Posting (Railway Board, RDSO, CTIs)”.
- Willing officers will need to apply through his/her individual HRMS account.
- As per the data available in HRMS regarding service/department and present grade of the officer, he/she will be considered for posts, he/she is eligible for.
- The officer can apply at any time during the year and these applications will be valid for one year.
- For filling up a post in Railway Board, RDSO and CTls, the process of selection will be initiated from amongst the list of willing officers available on HRMS, who have applied for transfer/posting through HRMS Portal. Further selection procedure will remain the same as existing on date.
- Facility to withdraw applications is also available.
3. All other instructions, as contained in Board’s aforesaid letters dated 31.08.2015, 12.12.2018, 25.10.2018, 30.11.2018 and 17.12.2018, will remain unaltered.
4. These instructions will be applicable with immediate effect. All proposals for transfer/ posting, for which vacancy notices are yet to be issued, may be processed as per the revised procedure as mentioned above.
5. All Zonal Railways/PUs are advised to circulate above instructions to all officers posted under their administrative control for information.
