Revision in the rates of Cycle (maintenance) Allowance

Government of India Ministry of Finance Department of Expenditure New Delhi, the 14th July, 2017 OFFICE MEMORANDUM Subject :- Implementation of the Recommendations of the 7th Central Pay Commission- Revision in the rates of Cycle (maintenance) Allowance.

 

Consequent upon the acceptance of the recommendations of the Seventh Central Pay Commission and in supersession of this Department O.M.No. F. 11(18)-E.lV(B)/62 dated 31st August, 1962 including all its amendments thereafter and OM. No.19039/3/2008-Elv dated 29th August, 2008, the President is pleased to revise the rates of Cycle (maintenance) Allowance from Rs. 90/- per month to Rs. 180/- per month subject to the provisions of SR-25.

 

2. The admissibility of Cycle (maintenance) Allowance will be subject to the following conditions:- (A) The official concerned maintains and uses his own cycle for official journeys. (B) Travelling Allowance (i.e., daily and mileage allowance) to a Government servant in receipt of Cycle (maintenance) Allowance under these orders will be regulated as under:- (i) For Journeys within a radius of 8 kilometres from the usual place of duty. – No T.A. (ii) For journeys beyond a radius of 8 Kilometres but not exceeding 16 Kilometres from the place of duty:-

(a) If the destination point falls within the local jurisdiction.- No T.A.

(b) If the destination point falls outside the local jurisdiction. – T.A. admissible under normal rules, provided the journey is performed other- wise than on a cycle. (iii) For journeys beyond a radius of 16 kilometres from the usual place of duty. – T.A. admissible under the normal rules.

(C) The allowance will not be admissible for the calendar month(s) wholly covered by leave, training or temporary transfer.

(D) For any period of more than one month at a time during which a Government servant in receipt of Cycle (maintenance) Allowance does not maintain a cycle or the cycle maintained by him remains out of order or is not used for official journeys for any other reason, the Cycle (maintenance) Allowance will not be admissible.

3. The Cycle (maintenance) Allowance under these orders shall be granted by the sanctioning authority for a period not exceeding two years at a time and its continuance shall be reviewed sufficiently in advance of the expiry of such period. The sanctioning authority may, for this purpose, specify whenever necessary the local jurisdiction of a Government servant at the time of sanctioning the allowance. They should also make a review of the posts under their control and decide the posts for which the Cycle (maintenance) Allowance should be sanctioned. The Allowance may be sanctioned with reference to the posts and not to the individual incumbents.

4. These orders will be effective from July 01, 2017.

5. In so far as the staff serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

Regarding Admissibility of training allowance to teaching faculty

Sub: Admissibility of training allowance to teaching faculty of Centre of Excellence(CoE) for Modern Signalling (Kavach), IRISET, Secunderabad.

Ref: IRISET’s letter No. IRISET/ CoE/ Kavach/ Misc dtd 18.04.2023.

The proposal of IRISET regarding admissibility of training allowance @ 24% for Centre of Excellence (CoE) for Modern Signalling (Kavach) at par with CTIs faculty has been considered and the competent authority in Railway Board has agreed that the CoE, being a part of IRISET, its teaching faculty are eligible for training allowance @24% of basic pay subject to Board’s instructions on the subject matter issued from time to time.

2. The said allowance will be admissible to the teaching faculty only, who are involved in imparting training on regular basis and such posts need to be identified.

3. It must be ensured that instructions as per Board’s letter No. (MPP)/2013/3/18 dated 20.3.2015 (RBE no. 24/2015) regarding admissibility of allowance in each individual case by a committee constituted as per RBE No. 127/2001 should be followed. Also instructions as per Board’s letter no. E(MPP)99/19/1Pt dated 11.3.2003 (RBE no. 49/2003) and letter no. E(MPP)2012/3/28 dt. 06.10.2017 must be followed.

4. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

Clarification regarding grant of National Holiday Allowance (NHA)

Sub: Clarification regarding grant of National Holiday Allowance (NHA) to those non-gazetted employees who are getting higher pay level under MACPS.

Ref.: Board’s letter No. E(P&A)I-2017/HL-1 dated 30.08.2017.

In context of Board's letter cited above, references have been received in Board’s office from some of the Zonal Railways, seeking clarifications regarding entitlement of National Holiday Allowance (NHA) to those non-gazetted employees who are getting higher pay level beyond level-8 under MACPS. This issue has also been raised in PNM Forum by AIRF as item No. 11/2018 and by NFIR as item No. 11/2018.

2. The matter has been examined in Board’s Office. MACPS provides for grant of financial upgradation to employees on personal basis and the concerned employees continue to discharge the duties and responsibilities of their substantive post. In view of this, it is clarified that National Holiday Allowance (NHA) may be granted to those eligible non-gazetted employees who are getting higher pay level beyond level-8 under MACPS, at the rates prescribed for the substantive post held by them.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

बोर्ड के उक्त संदर्भित पत्र के संबंध में, बोर्ड कार्यात्रय में कुछ क्षेत्रीय रेल्ों से आवेदन प्राप्त हुए हैं जिनमें एमएसीपीएस के अंत्तर्गत लेवल-8 से उच्चतर वेतनमान प्राप्त करने वाले अराजपत्रित कर्मचारियों की राष्ट्रीय अवकाश भत्ता (एनएचए) पात्रता के संबंध में स्पष्टीकरण मांगा गया है। एआईआरएफ द्वारा मद सं. 11/2018 और एनएफआईआर द्वारा मद सं.11/2018 के रूप में पीएनएम फोरम में यह मामला उठाया गया है!

2. बोर्ड कार्यायल में इस मामले की जांच की गई है। कर्मचारियों के वित्तीय उन्‍नयन के लिए व्यक्तिगत आधार पर एमएसीपीएस दिया जाता है और संबंधित कर्मचारी अपनी मूल  पद की ड्यूटियों और उत्तरदायित्वों का निर्वहन करते रहते हैं। इसके मद्देनजर, यह स्पष्ट किया जाता है कि एमएसीपीएस के अंतर्गत लेवत्र-8 से उच्चतर वेतनमान प्राप्त कर रहे पात्र अराजपत्रित कर्मचारियों को उनके मूल पद के लिए निर्धारित दरों पर राष्ट्रीय अवकाश भत्ता (एनएचए) दिया जा सकता है।

3. इसे रेल मंत्रालय के वित्त निदेशालय कि सहमति से जारी किया जा रहा है।

Training Allowance Rate & Guideline

Training Allowance: -

The faculty members who are drawn on deputation from the field for the various training centers recognized by the Railway Board and whose duty is to impart training to the trainees may be granted Training Allowance as under.

* 24% of Basic Pay to Faculty Members in National / Central Training Academies and Institutes for Group 'A' Officers.

* 12% of Basic Pay to Faculty Members in other Training Establishments.

Note - 1.  It will be admissible only to the employees who join the training establishments for a specified period of time and are then likely to go back. It will not be admissible to those employees who are directly recruited by such training establishments for imparting training.

2. Training Allowance will be admissible to the faculty members without any ceiling of 5 years and standard cooling off period between tenures will apply.

3. Further, Board’s instruction had stated that ‘Sumptuary Allowance’ shall be paid @ Rs 3500/- per month for the Director/ Head of the Centralized Training Institutes for Group ‘A’ Officers and @ Rs 2500/- per month to Course Directors and @ Rs 2000/- per month to Counsellors. Pursuant to the recommendation of 7th CPC recommendation and as per Ministry of Finance, Department of Expenditure- Resolution No. 1/1/2013 -E.III(A) dated 06.07.2017, ‘Sumptuary Allowance’ for Training Establishment is abolished.

4. The Training Allowance rates of allowances and abolition of Sumptuary Allowance shall be applicable with effect from 1st July, 2017.

Special Allowance for Child Care - Amenities to Women in Rly

Special Allowance for child care
For women with disabilities
[i]Women with disabilities shall be paid Rs.1000/-(*) per month as Special Allowance for Child Care. The allowance shall be payable from the time of the child’s birth till the child is two years old.
(*)Revised from time to time as below
[ii]It shall be payable for a maximum of two children.
[iii]Disability means a person having a minimum Disability of 40% as elaborated in Ministry of
Welfare’s Notification No. 16-18/97-NI.I dated 01.06.2001 [Annexure] SC 147/ 2008.
Special Allowance for child care for women with disabilities is admissible for two years from the birth of the child so long as the woman employee does not have more than two surviving children.

Sub: Guidelines for evaluation of various disabilities and procedure for certification
No. 16-18/97-NI.I dated 1.6.2001. In order to review the guidelines for evaluation of various disabilities and procedure for certification as given in the Ministry of Welfare’s OM No. 4-2/83-HW.III dated the 6th August, 1986 and to recommend appropriate modifications /alterations keeping in view the Persons with Disabilities [Equal Opportunities, Protection of Rights and Full Participation] Act, 1995, Government of India in Ministry of Social Justice and Empowerment, vide Order No. 16-18/97- NI.I, dated 28.08.98 set up four committees under the Chairmanship of Director General of Health Services – one each in the area of mental retardation, Locomotor / Orthopaedic disability, Visual disability and Speech & Hearing disability. Subsequently, another Committee was also constituted on 21.7.1999 for evaluation, assessment of multiple disabilities and categorization and extent of disability and procedure for certification.
2.After having considered the reports of these committees the undersigned is directed to convey the approval of the President to notify the guidelines for evaluation of following disabilities and procedure for certification.
∙Visual impairment
∙Locomotor /Orthopaedic disability
∙Speech & hearing disability
∙Mental retardation.

3.The minimum degree of disability should be 40% in order to be eligible for any concessions/benefits.
4.According to the Persons with Disabilities [Equal Opportunities, Protection of Rights and Full Participation] Rules, 1996, notified by the Central Government in exercise of the powers conferred by sub-section [1] and [2] of section 73 of the Persons with Disabilities [Equal Opportunities, Protection of Rights and Full Participation] Act, 1995 [1 of 1996], authorities to give disability Certificate will be a Medical Board duly constituted by the Central and the State Government. The State government may constitute a Medical Board consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing locomotor /Visual including low vision / hearing and speech disability, mental retardation and leprosy cured, as the case may be.
5.Specified test as indicted in Annexure* should be conducted by the medical board and recorded before a certificate is given.
6.The certificate would be valid for a period of five years for those whose disability is temporary and are below the age 18 years. For those who acquire permanent disability, the validity can be shown as ‘Permanent’.
7.The State Govts. /UT Admn. may constitute the medical boards indicated in para 4 above immediately, if not done so far.
8.The Director General of Health Services, Ministry of Health and Family Welfare will be the final authority, should there arise any controversy / doubt regarding the interpretation of the definitions / classifications / evaluations tests etc.

रात्रि कालीन भर्ती की गणना संबंधी नियमो की जानकारी

Night Duty Allowance & Calculation

Night Duty Allowance is granted to Govt Employees who work in Night Shift. Calculation of NDA Hours is counted from the hours duty performed in Night Shift from 10.00 PM to 6.00AM.
Weightage of 10 minutes for every hour of duty performed between 22:00 Hrs and 06:00 Hrs will be taken for calculation of payment of NDA.
 
The hourly rate of Night Duty Allowance is calculated through this approved formula
 
 
Night Duty Hours for Duty Performed from 2200 Hrs to 0600 Hrs is 80 minutes.
For 6 Days a week 6 x 80 Minutes = 480 Minutes = 8 Hours/ Week
 
The payment NDA for 8 Hours
 
If the basic Pay = Rs.41000
DA @ 7% = Rs. 2870
 
So the
 
Hourly Rate of NDA = 41000 + 2870 / 200
= Rs. 220 / Hour
For 8 Hours = Rs. 1760
