Selection & Eligibility Criteria - Chief Vigilance Inspector (Stores) Level-7
1. Volunteers should be working in the category of Ch. OS/CDMS in Pay Matrix Level-7 on regular measure (not under MACP) of Stores Department.
2. Staff working in the category of OS/DMS in Pay matrix Level-6 of in substantive grade, who have put in 02 years regular service in the said grade.
3. Staff of Level -6 will be considered for selection only in case no volunteers from Pay Matrix Level-7 are eligible
4. In any case the volunteers should have put in minimum five years services in Railways as on the date of notification
5. They should have minimum 05 years leftover service from the date of issue of notification.
6. They should be free from DAR/SPE/Vigilance cases md should not have been taken
6. They should be free from DAR/SPE/Vigilance cases and should not have been taken up under DAR as a result of SPE/Vigilance cases during their entire period of service. They should have good record of service with proven integrity.
7. They should not have served as Vigilance Inspector in the past.
8. They should have flair for vigilance work i.e. in vigilance investigations and other associated works.
9. Nature of work requires extensive travelling. Therefore, volunteers should be willing to work under such condition.
10. They should be working in a cadre post but NOT in the ex-cadre post.
11. The posting of Vigilance Inspectors is on tenure basis for the period of 3 years which may be extended for further period of maximum two years only on the basis of individual performance and integrity. However, if. the performance of the employee posted as CVI is found unsatisfactory, he/ she will be repatriated to the parent department at any time before completion of tenure without assigning any reasons thereof.
Mode of selection
A written test will be conducted for the eligible employees for 50 marks with duration of two, hours. No supplementary written test will be conducted since the selection is by calling volunteers. The question paper consists of descriptive questions only.
The candidates/employees who secure minimum 60% of marks in the written examination will be called for next level of examination i.e for Vigilance Aptitude Computer Knowledge test of 30 marks with duration of two hours.
Thereafter, considering APARs of last 3 years (Max — 15 marks) and for academic qualifications (Max — 5 marks) put together with the above written examination marks the final empanelment will be done purely based on merit since it’s a selection among -the candidates who secure minimum 60% marks in aggregate subject to having qualified in the written examination with minimum 60% of marks.

Eligibility Criteria & Exam Plan- Selection of AEN Post
Eligibility Criteria - selection to post of AEN (70% LGS Quota)
(i) Non-ministerial Group 'C' staff of the Civil Engineering Department holding the post in level-6 (Rs. 35,400-1,12,400) and above in the pay matrix with three years of regular service as on 01.01.2023 in level-6 (Rs. 35,400-1,12,400) and above in the 7th CPC pay matrix (including non-fortuitous service rendered in the corresponding pre-revised grade).
NOTE - Fortuitous service will not be counted.
(ii) Those Group 'C' staff working in level 6 or 7 (Grade Pay Rs. 4200 or Rs. 4600) under MACP Scheme will not be considered. Their position in substantive grade will only be considered.
(iii) Staff whose lien is maintained in Concerning Railway are only eligible.
(iv) Eligible staff on deputation, training and any Ex-cadre Organization including Construction and having lien and seniority in Concerning Railway , who desire to volunteer for the above LGS may submit their application through proper channel i.e. their respective Personnel Dept. Officer (Officer in-charge of Cadre), where they hold lien. The concerned Division/ Unit should send copy of notification to the staff who are on deputation after being released from last Division/Unit.
SCHEME OF EXAMINATION :- The examination will consist of
(A) Written examination ( through centralized CBT is to be conducted by NAIR in terms of Railway Board's letter No. E(GP)2022/2/4 dated 07.10.2022 & 18.10.2022)
(B) Medical test, as prescribed in Para 530(a) & 532(i) of IRMM Vol-I, 2000 (IIIrd Edition)
(C) Viva-Voce
FORMAT OF WRITTEN EXAMINATION
(AS PER RBE No.53/2019 Dt 19.03.2019 , RBE No 115/2019 dt. 16.07.2019, and Railway Board's letter no-E(GP)2022/2/4 dt. 07.10.2022)
(i) Selections against 70% quota in Organized Services and 100% Selection in Miscellaneous Cadres :-
The written examination shall comprise of one Paper which shall have 100% Objective type Multiple Choice Question only. The paper will be of 100 marks and the distribution will be as under :- a) Professional Subject including optional question of 10 marks on Official Language policy & Rules - 70 marks
b) Establishment and Financial Rules - 30 marks
c) Qualifying marks - 60 Marks
(ii) Ten percent of the 100 marks prescribed for Written examination held as part of Selection should be set apart for question on Official Language policy and Official Language rules. While the employees should be encouraged to attempt the question on Official Language policy and Official Language rules, the question should not be compulsory. Thus, there will be question for 110 marks in all, including question for 10 marks on Rajbhasha Policy and rules.
(iii) There shall be negative marking for incorrect answer. One third of the marks allotted for each question will be deducted for every wrong answer.
(iv) The duration of written test will be 02 Hrs. in terms of Railway Board's letter No. E(GP)2022/2/4 dated 07.10.2022
(v) The panel will be formed in terms of Para 204.8 & 204.9 IREM Vol. I and other instructions issued by Railway Board from time to time in this regard.
(vi) Relaxation is not permissible to SC/ST employees being Safety Category posts.
(vii) In terms of Railway Board's letter No. E(GP)6/2/96 of 03.06,1977 & 03.08.1977 the employees placed on LGS panel will rank senior to those placed on LDCE panel, for this assessment.
(viii) Selection/Promotion will be subject to the outcome of main SLP (C) 4831 of 2012 and Contempt Petition (C) No 314 of 2016 filed in the same SLP pending before the Hon'ble Apex Court and Railway Board orders and MICR policy no. WCR/PHQ/RP/1350/Promotion Policy/SC/ST dated 20.07.2021 and 20.09.2021.
RECORD OF SERVICE AND VIVA-VOCE

FITNESS :-The candidates who qualify in the written test will be subjected to Medical examination as per para 530(a) & 532(i) of IRMM Vol.1 2000 (111rd Edition) and only those candidates who are found medically fit, will be allowed to appear for Viva-Voce, as per Railway Board's letter No. E(GP)80/2/8 dated 31.10.1991.
SUPPLEMENTARY WRITTEN EXAMINATION: Normally there should not be occasion for supplementary examination. If required, a supplementary written examination will be conducted subject to the following conditions:-a. Only the candidates who are detained on administrative account for appearing in the main examination will be allowed to appear in the supplementary examination after controlling officer/Unit in-charge gives categorical reason with regard to candidates failure to appear in the main examination.b. The candidates who are under sick (RMC) during examination or otherwise and are continuing so since the date well before examination date will only be allowed to appear in the supplementary examination after MS/DMO's Railway Certificate to this effect and duly forwarded by the Sr.DPO/DPO Unit In-charge. If any employee is issued Sick Memo on his request due to sickness, it may please be ensured that in Red Ink it should be clearly mentioned in Sick Memo that the employee concerned has to appear in the written examination for the post of AEN on specific date.
c. Candidates who are absent for main written examination will not be allowed to appear for supplementary written examination except as mentioned in (a) and (b) above
d. It would be personal responsibility of the candidate covered under conditions (a) and (b) to inform Dy.CPO(Gaz.)/JBP through their controlling officer within 03 days failing which they will not be allowed to take the supplementary examination.
OTHER IMPORTANT INSTRUCTIONS:
(i) The original updated SRs and APARs for the last five years duly, enclosing the acknowledgement having received the copies of APAR for each year of the employees may be kept ready by concerned Sr.DPO/Controlling Officer for immediate transmission to this office whenever called for.
(ii) No leave of any kind should be granted to these employees which may result in their absence in the examination. They should not be sent on line duty.
(iii) If any of the eligible employees are on deputation and working under Central/State Government undertaking and whose lien is maintained in this Railway, their Controlling Officers should be advised to inform the candidates(s) regarding the examinations provided they fulfill the requisite conditions.
(iv) The concerned Personnel Department Officer & Controlling Officers should ensure the submission of service records and ACRs/APARs of last 05 years and DAR/SPE/ Vigilance clearance in respect of staff declared qualified for the Viva-Voce immediately after publication of the result of main examination through special messenger to Dy.CPO (Gaz.)/JBP If any DAR/Vigilance/SPE case is pending/penalties are in operation/pending against anybody, the details thereof may be advised immediately to this office by the concerned Officials.
(v) The concerned Divisional Officers/Executives (Sr. DENs) are advised to give wide publicity to this notification at all major Units under their jurisdiction. The Divisions are advised to submit an undertaking that the notification has been served at all major units where eligible staff are available.
(vi) To ensure that the eligible staff avails of the opportunity for appearing for the LGS, wide publicity should be given by pasting a copy of the notification on the notice Board of the Division Office as well as the subordinate offices. Supervisor-in-charge should bring to the notice of the staff working under them about this LGS.
(vii) Copies of this notification should also be given to local branches of both the recognized Unions and Associations for their information. (viii) Staff should keep themselves in readiness for the written examination, even at a short notice.

Selection Procedure of Investigating & Vigilance Inspectors In Railway
Vacancies of Investigating Inspectors in the Railway Board are filled by drafting suitable persons from the different disciplines of Railway working for which purpose a notification is issued and applications are called for. Those recommended by the SDGMs / CVOs are subjected to a written test followed by Vigilance Aptitude and Computer Knowledge Test by a duly constituted Selection Committee. As applicable to Vigilance Inspectors of the Zonal Railways, Investigating Inspectors in the Vigilance Directorate, Railway Board hold their post on a tenure basis, the period of tenure being four years extendable to six years in individual case of special merit. The Recruitment Rules framed for filling the posts of Investigating Inspectors in the Railways Board clearly lay down the categories of persons who can be considered for appointment as Investigating Inspectors in Railway Board.
Grades applicable to Vigilance Inspectors/ Investigating Inspectors:The Grades approved by the Pay Commission and accepted by the Government for Vigilance Inspectors / Investigating Inspectors are Level 6 and 7 of Pay Matrix.

Candidates who obtain at least 60% marks in the written examination will be called for appearing in the Vigilance Aptitude & Computer Knowledge Test. The above instruction may be followed for selections for the Posts of Vigilance Inspectors in Zonal Railways also.
SELECTION OF VIGILANCE INSPECTORS IN ZONAL RAILWAYS1. In terms of Board’s letter No. E57/VGI-155 dated 01.02.1960, the posts of Vigilance Inspectors are to be treated as ex-cadre post and filled by suitable persons with a flair for Vigilance work. They should be of proven integrity. Vigilance history and reputation of the official should be checked minutely. However, applicants in the following situations can also be considered for the post of Vigilance Inspectors:
(a) Where a person was issued a major / minor penalty Charge-sheet in a vigilance case but was subsequently exonerated at a later stage in consultation with Vigilance.
(b) Where a staff who was issued verbal / recorded warning or counseling in a vigilance case.
(c) Where a staff was issued verbal / recorded warning or counseling in a vigilance case and at a subsequent stage was exonerated in consultation with Vigilance.
2. Zonal Railways / other units may notify the vacancy circulars for seeking applications from eligible candidates from across Indian Railways for filling the vacancies of Vigilance Inspectors. It may be specified that only those applicants who fulfill the eligibility criteria would be considered and that, on completion of their tenures would be repatriated to their parent cadres on the Railway where they hold lien. Selection of outside candidates as Vigilance Inspectors on another Railway will be strictly for the period of their tenure and will not entitle them to any rights to further postings / promotions or change of lien to the Railway/Unit where they are selected as Vigilance Inspectors.
3. If the Zonal Railway/Unit is unable to fill up the vacancies of Vigilance Inspectors as a result of inadequate response in two successive notifications, SDGMs/CVOs may request the PHODs from the departments concerned to give a list of three eligible candidates to be considered for filling up of vacancy of a Vigilance Inspector. Posting of Vigilance Inspector in the Vigilance Organization of the Zonal Railway will be made out of these names recommended by the PHOD with the approval of the General Manager. It must be ensured that the official recommended should have proven integrity and a good record of service with adequate experience in the particular department.
4. Similarly in case of two failed attempts for selection of investigating Inspector (Vig.) in Railway Board, a panel of volunteers may be sought from SDGMs and appointment of Investigating Inspector (Vig.) in Railway Board may be done from this panel by Railway Board
5 The normal establishment rules applicable to regular selection posts need not be applied in the case of selection of Vigilance Inspectors, but the panel so drawn, is to be approved by the Chief Vigilance Officer of the Railway/PU personally. For filling up of a vacancy of a Vigilance Inspector, the normal procedure of considering candidates from the respective departments (e.g. Civil Engineering, Traffic, Stores, Electrical, S&T, Mechanical Engineering, Personnel, Accounts etc.) should be followed. Along with these candidates, the Vigilance Inspectors of the particular discipline already working in the lower grade in the Vigilance Organisation may also be considered provided they are eligible on the basis of their grade in their own cadre in their department.
6 It is also necessary for the SDGM as Chief Vigilance Officer to keep a constant watch over the work of Inspectors so that the staff who have not met the grade or who are otherwise considered unsuitable for continuing in the Vigilance Organisation are repatriated to their parent departments at the earliest possible stage. In any case, the performance of each Inspector should be reviewed a little before he completes two years in the Vigilance Organisation and thereafter further extension and tenure, if warranted, should be made only on a year to year basis with a similar review before every such extension is decided upon. Such a review and extension should be subject to the personal approval of the SDGM as the Chief Vigilance Officer.
7 At the time of initial appointment of any person as the member of the investigating staff of the Vigilance Organisation, it should be made clear to that person that the posting in the Vigilance Organisation is on a purely temporary basis and that the Railway Administration has a right to repatriate the person at any time and without assigning any reason even if he has not completed initial period of tenure or extension, if any, granted thereto. It is necessary that the order of appointment or the order of posting to the Vigilance Organisation as also any other communication to the person concerned in this connection, is so worded that no staff will have or can claim a legal right to continue in a post in the Vigilance Organisation either indefinitely or for a specific period.

- All permanent Group-“C” staff working in Stores Department including those working in other Railways/on deputation having lien and seniority on Concern Railway who have completed a minimum of 05 years of non-fortuitous service in Level- 6 of Pay Matrix (Pay Band 9300-34800 (PB-2) with Grade pay 4200/- as per 6th CPC) & above (including non-fortuitous service rendered in the corresponding pre- revised grades) as on given date in notification are eligible to volunteer to appear in the selection against LDCE. However, service rendered in Grade Pay 4200/- or above in PB-2 (9300-34800/-) under ACP//MACP Will not be counted for eligibility purpose.
As per Railway Board’s letter No. E(GP)2O05/2/74 dt 13.03.08 (RBE 40/08), in case of persons transferred at his own request in the same category of posts, and assigned bottom seniority in the new unit, the service rendered by them in the previous Unit may be reckoned for determining their eligibility wherever a minimum length of service is prescribed as a condition, subject to the condition that the length of service which is so allowed to be counted does not exceed the length of service of their immediate senior in the new Unit.
Candidate who has come on own request transfer/mutual transfer from other Railway/Unit and joined to this Railway/New Unit after cut-off date will not be eligible to appear in the selection.
Eligible staff who desire to volunteer for the above LDCE may submit their application through proper channel to their respective Personnel Branch where they hold their lien and seniority.Eligible staff working in the Construction/Project Organization or in training or in any Ex-Cadre post who desires to volunteer for the above LDCE may also submit his application through respective Personnel Branch, where they hold lien and seniority.
The Personnel/Controlling officers of the concerned Division/Unit are advised to transmit the notification to the staff. who are on deputation through their Divisions/Units
2. When an employee is holding an Ex-Cadre post. details of his post in regular cadre with the grade and date of entry as a regular measure should be furnished. This may also be brought to the notice of all concerned. It may be ensured that wide publicity is given to this notification amongst all the eligible concerned staff. It is the personal responsibility of the Personnel/Branch officers of the Division/Unit to ensure that the Notification reaches to all the eligible employees well in time.
3. All the volunteers who fulfill the above mentioned conditions of eligibility will get the chance to compete in the said LDCS. without any restriction to the number of candidates to be allowed for appearing in the examination.
4. The above selection will be based on the candidate’s performance in the Written Examination, Viva-Voce & Records of Service. Only the candidates, who qualify in the Written Examination and found medically fit as prescribed in Indian Railway Medical Manual will be called for Viva-Voce test. The placement of the candidates in the panel will be based on their performance in Written Examination, Viva-Voce & Record of Service as per extant instructions of Railway Board.

Ref: Railway Board’s letter No. E(NG)II/2001/RR-1/6 dated 3.8.2001.
Attention is invited to instructions under reference prescribing, inter-alia, minimum educational qualification for open market recruitment to the post of Technician Grade-III in Level -2 of Pay Matrix of 7th CPC as under:
“Act Apprenticeship/ITI in relevant trade”.
Diploma in Engineering should not be considered as an alternative higher qualification. Act Apprenticeship/ITI in relevant trade is the only qualification and no other qualification including Diploma in Engineering should be accepted as an alternative qualification on the ground of being a higher qualification in the same line of training.
2. The inclusion of the Trade of Operator Advanced Machine Tool as an eligibility qualification for the post of Technician Grade III has been under consideration of this Ministry. Accordingly, it has been examined in consultation with the technical directorates of this Ministry and it has been decided by the Board to include the Trade of Operator Advanced Machine Tool as eligibility qualification for the posts as identified and mentioned below:
(a) Tech Gr IT (EMU)
(b) Tech Gr.III Machinist (C&W)
(c) Tech Gr.III Machinist (Workshop)
(d) Tech Gr.III Mechanical (PUs)
(e) Tech Gr.III Turner (Workshop)
3. These instructions will be applicable from the date of issue of this letter. Cases already under process will continue to be dealt in terms of earlier instructions.
