Sub: Clarification regarding grant of National Holiday Allowance (NHA) to those non-gazetted employees who are getting higher pay level under MACPS.
Ref.: Board’s letter No. E(P&A)I-2017/HL-1 dated 30.08.2017.
In context of Board's letter cited above, references have been received in Board’s office from some of the Zonal Railways, seeking clarifications regarding entitlement of National Holiday Allowance (NHA) to those non-gazetted employees who are getting higher pay level beyond level-8 under MACPS. This issue has also been raised in PNM Forum by AIRF as item No. 11/2018 and by NFIR as item No. 11/2018.
2. The matter has been examined in Board’s Office. MACPS provides for grant of financial upgradation to employees on personal basis and the concerned employees continue to discharge the duties and responsibilities of their substantive post. In view of this, it is clarified that National Holiday Allowance (NHA) may be granted to those eligible non-gazetted employees who are getting higher pay level beyond level-8 under MACPS, at the rates prescribed for the substantive post held by them.
3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

महाप्रबंधक और' प्रधान वित्त सलत्नाहकार, सभी भारतीय रेलें एवं उत्पादन इकाइयां आदि। विषय: संशोधित सुनिश्चित कैरियर उन्नयन स्कीम के अंतर्गत उच्चतर वेतनमान प्राप्त करने वाले अराजपत्नित कर्मचारियों को राष्ट्रीय अवकाश भत्ता (एनएचए) प्रदान करने के संबंध में स्पष्ठीकरण। संदर्भ: बोर्ड का दिनांक 30.08.2017 का पत्र सं. ई(पी एंड ए)-207एचएल-1.बोर्ड के उक्त संदर्भित पत्र के संबंध में, बोर्ड कार्यात्रय में कुछ क्षेत्रीय रेल्ों से आवेदन प्राप्त हुए हैं जिनमें एमएसीपीएस के अंत्तर्गत लेवल-8 से उच्चतर वेतनमान प्राप्त करने वाले अराजपत्रित कर्मचारियों की राष्ट्रीय अवकाश भत्ता (एनएचए) पात्रता के संबंध में स्पष्टीकरण मांगा गया है। एआईआरएफ द्वारा मद सं. 11/2018 और एनएफआईआर द्वारा मद सं.11/2018 के रूप में पीएनएम फोरम में यह मामला उठाया गया है!
2. बोर्ड कार्यायल में इस मामले की जांच की गई है। कर्मचारियों के वित्तीय उन्नयन के लिए व्यक्तिगत आधार पर एमएसीपीएस दिया जाता है और संबंधित कर्मचारी अपनी मूल पद की ड्यूटियों और उत्तरदायित्वों का निर्वहन करते रहते हैं। इसके मद्देनजर, यह स्पष्ट किया जाता है कि एमएसीपीएस के अंतर्गत लेवत्र-8 से उच्चतर वेतनमान प्राप्त कर रहे पात्र अराजपत्रित कर्मचारियों को उनके मूल पद के लिए निर्धारित दरों पर राष्ट्रीय अवकाश भत्ता (एनएचए) दिया जा सकता है।
3. इसे रेल मंत्रालय के वित्त निदेशालय कि सहमति से जारी किया जा रहा है।
