Railway Board ने SC/ST employees को reserved vacancies के विरुद्ध promotion देने के मामलों में qualifying marks में relaxation और “Best Among the Failed” scheme के application को लेकर consolidated clarification जारी किया है। Board ने बताया कि अलग-अलग समय पर जारी instructions को लेकर Railways और Production Units में interpretation को लेकर doubts बने हुए थे, इसलिए guidelines को फिर से स्पष्ट किया गया है।
Non-safety categories में seniority-based selection के लिए SC/ST candidates को prescribed qualifying marks में 10% relaxation का provision दोहराया गया है। यदि उपलब्ध relaxations के बावजूद reserved vacancies भरने के लिए पर्याप्त SC/ST candidates panel में उपलब्ध नहीं होते हैं, तो निर्धारित conditions पूरी करने वाले “Best Among the Failed” candidates को reserved vacancies की सीमा तक consideration दिया जा सकता है। ऐसी promotion initially ad-hoc होगी और performance की review छह महीने बाद की जाएगी।
Group-C से Group-B की 70% selection के लिए भी qualifying standard में relaxation और “Best Among the Failed” provision को स्पष्ट किया गया है। वहीं 30% LDCE में Best Among the Failed scheme लागू नहीं है। Safety category posts के लिए SC/ST qualifying-standard relaxation का यह provision लागू नहीं है।
एक महत्वपूर्ण safeguard यह है कि पहले से finalised cases को reopen नहीं किया जाएगा और ongoing selections को भी disturb नहीं किया जाना है।

यह promotion और reservation से संबंधित सीधे employee-impact वाला Railway Board order है। विशेष रूप से SC/ST employees और Personnel/Establishment branches के लिए इसका practical importance है।
Practical Update
जिन कर्मचारियों की promotion selection reserved vacancies के against चल रही है, उन्हें applicable category, selection type और qualifying standard के अनुसार अपने case की स्थिति समझनी चाहिए। Individual case में अंतिम स्थिति संबंधित Railway Board instructions और selection records से ही तय होगी।
